Recently, however, equity has built up in millions of homeowners’ properties thanks to three years of rising home values. This has lead to an incread many owners are also using equity to pay off their mortgages early.
An analysis by Black Knight Financial Services[1] found that chronically low interest rates motivate millions of homeowners to take advantage of rate declines by refinancing again soon after their last refinances.
Falling rates create “serial refinancers”
The number of owners who refinanced again after refinancing under two years ago jumped by 800 percent from Q1 2014 to Q1 2015. These “serial refinancings” dropped by nearly 65 percent when rates rose toward the end of last year, yet they still accounted for two-thirds of rate/term refinances in Q4 2015.
Although interest rates have been on a roller coaster over the last year, rate and term refinances from borrowers who’ve held their mortgage for less than six years have remained steady. Term reductions remain popular among borrowers taking advantage of low rates. Not surprisingly, they are more popular among aged loans, as borrowers do not want to restart the clock on their mortgage, the report said. Black Knight found that some 37 percent of rate/term refinances in Q4 2015 included a term reduction.
“These two trends are linked, as term reductions are more popular among loans of a greater age, as those borrowers are understandably more hesitant to restart the clock on their mortgages,” the study found.
The data showed that serial refinance extracted $68 billion in equity via cash-out refinance transactions in 2015—the most since 2009 and a 53 percent increase over 2014. Cash-out refinance borrowers continue to represent a relatively low risk profile for lenders; the average post-cash-out LTV is 67 percent, with an average credit score of just under 750.
What this means for you—shorter terms may not pay for refinancing
However, serial refinancers may end up losers in the long run. If they reduce the term of their loan too much, they may end up end up not saving enough on lower interest rates over the course of the loan to pay for the cost of refinacing.
Greg McBride, senior financial analyst for Bankrate.com, says a general rule of thumb is that it is worth it to refinance if the homeowner can make back their investment within three years or less. “If your time horizon is not long enough, you are not going to be able to recoup the cost of refinancing,” he says.
As term reduction refinances grow in popularity, the active mortgage sector shifts as well. Five percent of all active mortgages had 20-year original terms (highest share in over ten years); 16 percent are 15-year original term; and 2.5 percent are 10- year original term (down slightly from last year), according to Black Knight.
The Los Angeles City Council passed a $150-million spending plan for funds raised by Measure ULA on Tuesday, marking the first time funds will be specifically allocated since Angelenos passed the tax in November.
The expenditure plan will be directed to six programs: short-term emergency rental assistance, eviction defense, tenant outreach and education, direct cash assistance for low-income seniors and people with disabilities, tenant protections, and affordable housing production.
“This is the largest source of revenue, that’s going to be consistent, that this city has access to for these uses ever,” said Councilmember Nithya Raman. “It’s really transformative for Los Angeles.”
Of the $150 million, $23 million will go toward eviction defense, $23 million will go toward income support for rent-burden seniors, and $18.4 million will go toward rent debt assistance.

The first program to be implemented will be an emergency rental assistance program, which will open Sept. 19.
Dubbed a ‘mansion tax,’ Measure ULA took effect April 1, bringing a 4% charge on all residential and commercial real estate sales in the city above $5 million and a 5.5% charge on sales above $10 million.
Since April, the tax has raised roughly $55 million. City officials said ULA money can be spent only as it comes in, so the city won’t be able to use the full $150 million until the tax generates $150 million.
Before the vote at Tuesday’s meeting, about a dozen tenants and community activists expressed support for the funding, saying it is desperately needed, especially in the tenant-outreach and eviction-defense programs.
“I am … excited that tenants will also have an opportunity to be legally represented in court and that landlords will not be the only ones with an attorney during an eviction,” said Karely De La Cruz, a civic engagement organizer with TRUST South L.A. “Because housing is a human right.”

“We really need you all to pass the ULA plan today. That money belongs to the community,” said Chad Williams, an L.A. organizer for the Alliance of Californians for Community Empowerment.
Joe Donlin, director of United to House LA, the coalition that brought Measure ULA onto the ballot, vowed that the coalition will stand together during the implementation process to make sure every dollar is spent effectively.
While $55 million is a significant amount of funding toward L.A.’s housing crisis, it’s still a far cry from original projections of how much the tax would raise.
Early proponents of Measure ULA estimated the tax would raise roughly $900 million per year. In March, a report from the City Administrative Office lowered that number to $672 million.
But once the tax took effect, L.A.’s luxury market froze. Only two homes sold for more than $5 million in the month of April, and the market hasn’t quite recovered since.
Part of the blame can be placed on the overall state of the real estate market that’s still hungover from historic pandemic sales and rising mortgage rates. But many luxury homeowners have simply decided to avoid the tax, either by refusing to sell their homes or hiring accountants and tax specialists to find loopholes.
As a result, Mayor Karen Bass’s first budget proposal, a $13.1-billion plan, projected only $150 million in revenue from Measure ULA.
The $150-million mark is both a product of a slowing real estate market and an emergency backup plan in case the measure gets overturned. If it does, the city has to pay back all the funds raised by the tax.
At the moment, the measure must overcome two major hurdles: an ongoing court case arguing that the tax is unconstitutional and a state ballot measure that Californians will vote on next year.
Barely begun, the court case has already seen its fair share of drama. Superior Court Judge Barbara Scheper recently became the third judge presiding over the case. The previous judge, Joseph Lipner, recused himself after one of the plaintiff’s attorneys complained that he had a conflict of interest because he had previously worked at a law firm that represents the Southern California Assn. of Nonprofit Housing, the Real Deal reported.
Meanwhile, the 2024 ballot measure, called the Taxpayer Protection and Government Accountability Act, would require two-thirds voter approval for new local special tax hikes dating back to January 2022, therefore dismantling Measure ULA, which received 57% approval.
Even if the measure is eventually overturned, the full $150 million will be spent, according to Councilmember Bob Blumenfield.

During the early 2000s, you didn’t need to prove much to qualify for a mortgage.
In fact, it got to a point where it was kind of rare to provide “full documentation” when applying for a mortgage.
The most common doc type at that time was stated income, where a borrower would simply write in their monthly income on the loan application form, without the need for tax returns or pay stubs to back it up.
This was designed for the self-employed and others with complicated financials that didn’t want to provide hundreds of pages of documentation to get the deal done.
These types of loans became extremely popular when home prices surged in value and mortgage payments were no longer manageable for some borrowers.
In order to comply with DTI limits, borrowers simply stated their income and moved on.
Unfortunately, this eventually led to the advent of no doc lending, which didn’t require income, asset, or employment documentation. Instead, it simply required a credit report to determine eligibility.
That Was Then, This Is Now
Today, it’s quite the opposite. Because of the obvious missteps made during the housing run-up, lenders now require all types of documentation to get the deal done.
Most borrowers now need to provide two years of tax returns and two months of bank statements, along with countless disclosures that seem to be growing in number year after year.
In fact, the paperwork situation has gotten so bad that the average mortgage application file now contains some 500 pages, according to Mortgage Bankers Association (MBA) CEO David Stevens.
Included in that estimate are the tax returns, which can easily be 100 pages, along with disclosures, which can total 50 or more pages.
Then there’s the credit report and the asset documentation, the latter of which can be quite extensive depending on how many accounts are submitted to the lender.
And once those accounts are verified, the underwriter might ask for sourcing of funds, or LOEs (Letters of Explanation) for anything unusual.
Along with all that there’s the home appraisal, natural hazard disclosure, title and escrow documents, purchase contract (if applicable), insurance documents, closing documents, and much more.
How You Can Reduce the Paperwork
At the end of the day, you’re not buying a microwave, you’re buying a house, and so the documentation is going to be great no matter how you slice it.
But there are ways you can reduce the load. The best way is to get all your ducks in a row before you even apply for a mortgage.
Yes, disclosures will need to be signed, and reports will need to be ordered. But you can cut down on the amount of paperwork by keeping things clear for the underwriter.
Run your credit a few months before you apply for a mortgage. If there are unwanted surprises, clear them up before the lender pulls your credit.
And don’t apply for any new credit before or during the loan process. That could be grounds for more paperwork and/or flat-out denial.
The same goes for your bank accounts and other assets. Don’t move money around or it’ll just beg for an explanation, aka paperwork.
The cleaner your original loan file, the less you’ll be asked to provide once the underwriter lays eyes on it.
Put simply, be boring and normal. Anything perceived as out of the ordinary will be scrutinized. And you’ll be faxing and scanning documents until the cows come home.
Also remember to provide all pages when asked to submit statements and other documents. Failure to do so will require the re-sending of documents until you get it right.
Finally, create a folder on your computer and label and organize all your loan documents so they can be re-sent to the lender if necessary. Things do get lost in the shuffle, so it’s best to have everything in one convenient place if it’s needed once more.
It’s no secret FHA loans have been extremely popular during the latest housing recovery, thanks to their low down payment and credit score requirements.

Though the FHFA dropped the high-cost conforming loan limit over a year ago, HUD kept its high-cost loan limits intact, allowing prospective borrowers to take out loans as large as $729,750 in the priciest regions of the country.
These limits are still available until the end of the year, at which point the new national loan limit “ceiling” will align with the max high-cost conforming limit of $625,500.
In short, this is a blow to those in higher-cost regions of the country looking to put down as little as possible when purchasing a home, especially with the 3% down mortgage going the way of the dodo.

HUD said about 650 counties will have lower loan limits as a result of this change. Places like Los Angeles, the San Francisco Bay Area, Washington DC, New York City, and parts of Colorado and Virginia will see loan limits fall from the current ceiling of $729,750 to the new ceiling of $625,500.
The national loan limit “floor” for FHA loans will remain unchanged at $271,050 in 2014, which is set at 65% of the conforming loan limit.
Certain areas of the country will have loan limits in between the floor and ceiling, including parts of California, Florida, and Illinois, along with other major metros nationwide.
This was done by design to usher in private capital and return the FHA to its original mission of serving the underserved, which aren’t the rich and well-to-do.
The FHA is also grappling with massive losses on older loan vintages, which has forced the agency to make several changes to shore up reserves, including imposing higher mortgage insurance premiums and requiring coverage to stay in force much longer.
For these reasons, conventional loans are often a better deal nowadays unless you absolutely cannot put down at least 5% on your mortgage.
In Alaska, Guam, Hawaii, and the Virgin Islands, the ceiling is 150% higher because of more expensive construction costs.
By the way, if you’re an existing FHA borrower, you can utilize the streamline refinance program regardless of loan balance.
And Home Equity Conversion Mortgages (HECM) are subject to a maximum claim amount of $625,500, regardless of whether in the contiguous United States or the special exception areas listed above.

Every once in a while, a movie sequel or remake surpasses the original film. After polling the internet, “Name a single movie where the sequel or remake was better than the original?” Here are the top-voted responses.

A character doesn’t become entirely evil or wrong just by virtue of being the villain. Villains suffer the brunt of it all; their primary intentions usually revolve around acts to kill, destroy, and wreak havoc.
Sometimes, it’s okay to write off these characters. Other times, it’s worthwhile to gauge things from a different perspective. After all, according to a famous quote, every villain is a hero, given a different context.
Are there times villains were right even once? Yes. One of my favorite instances is Scar from The Lion King, who believed Simba didn’t deserve to be king just because he was the firstborn son of Mufasa. Although he’s bad (and perfectly good at it), he was right.
There are others, too.

You might remember the angry, possibly sadistic head chef from the Pixar animated film Ratatouille. One probably shouldn’t trust a man named Skinner, and he may have been wrong about many things, but he wasn’t wrong about not letting rats in the kitchen.

Some people don’t even like another human in the kitchen while they cook, let alone a rodent. Even though he did it for selfish, dishonorable reasons, many people think Chef Skinner was right to keep Remy, the enthusiastic rat, out.

But I’m sure you’d see his point if you’ve seen the film to the end.

A popular meme shows the Avengers have saved the world…after destroying everything in it. The irony, huh? Baron Helmut Zemo is a Sokovian nobleman and a major antagonist in the Marvel Cinematic Universe. Was he to blame for who he became? A surprising number of people debate this.

Losing your family in warfare and finding their bodies later, while the ones you considered responsible returned home safely, is enough to turn anyone into a Thanos. And although he wanted the right thing – to avenge his family, vengeance consumed him.

All fathers want to do is to protect, even when it seems like they are taking it “too far,”, especially with their daughters. I can think of some instances myself, but let’s keep the spotlight on Dr. Jake Houseman of Dirty Dancing. Fans think he wasn’t wrong to be wary of a guy in his mid-20s hanging around his teenage daughter. I agree.

Get in here, Marvel geeks (draw out a seat for yourself). One believes “Loki wasn’t wrong about Thor being unfit to rule Asgard.” Adding, “In the end, Valkyrie ended up ruling while Thor ate Cheetos.”

Tom Cat (yes, he has a surname) may have never said a word in the cartoons, but still, we all understood his pain. He was the villain for always pursuing and trying to hurt Jerry, but he was only doing his job. Once you looked beneath the cute mouse façade, Jerry was the devil.

This one is a hot debate involving cultures, racism, and colonization. But it revolves around the primary question? Was Killmonger the true villain? Someone felt like “they were grasping at straws to make Killmonger look bad in Black Panther.”
