When it comes to selecting a college, one big consideration is whether to attend a private vs. public college. A key difference between private and public colleges lies in how they are funded and operated. Public colleges get much of their funding from local and state governments, while private ones are largely sustained with tuition, fees, and donations.

Going the public route is the most common scenario. In the fall of 2023, approximately 13.5 million students attended public institutions while 5.1 million were enrolled in private institutions, according to the National Center for Education Statistics.

Students who are debating between private and public colleges may want to consider factors like cost, quality of education, campus life, and how they plan to pay for college. Read on for more information on each of these categories.

Public vs Private Colleges: Factors to Consider

Choosing a college is a personal decision, so it’s important to factor in individual goals and needs as you compare private vs. public colleges. In addition to the factors below, things like what you hope to study and how close you’d like to be to home will influence how you choose a college.

Now, let’s dig into more about potential advantages and drawbacks of public vs private colleges.

The Cost of Public vs Private Colleges

Many students wonder if they should choose a college based on price. One reason that attending public colleges is the more popular route is that they are often less expensive than private institutions. Public institutions are often especially affordable for in-state students, who typically get a break on tuition.

According to research by the College Board, the average cost of tuition and fees at a public college with in-state tuition during the 2023-2024 school year was $11,260, and $29,150 for out-of-state students. At private colleges, the average tuition and fees was $41,540.

That said, private colleges and universities may also offer scholarships, fellowships, and other kinds of need- or merit-based financial aid. And, even some top-tier universities have virtually done away with tuition for students whose families have certain levels of family income. So, high-achieving students might actually get a better or comparable deal at a private institution depending on their family’s financial situation.

Differences in Educational Quality

According to U.S. News, the highest ranking public schools in the country include UCLA, UC Berkeley, the University of Virginia, the University of Michigan Ann Arbor, and the University of North Carolina at Chapel Hill. At these schools and many others, students can get a top-notch education at a fair price if they qualify for in-state tuition.

However, many public schools have enormous student populations, which can mean large class sizes, difficulty getting into your most desired classes, and less personal attention from faculty and administrators. For example, the University of Central Florida has just over 59,000 undergraduates, resulting in a student-to-faculty ratio of 29 to 1.

By comparison, Pomona College in Southern California has a population of just under 1,800 students (fall 2022) and a student-to-faculty ratio of just eight students to one faculty member, according to U.S. News. Beyond class size, some private institutions are often able to deliver a world-class education. In fact, every one of the top 10 highest-ranking schools in the country are all private schools.

Specific Majors or Programs of Study Available

Private colleges, particularly smaller liberal arts colleges, may have fewer majors or programs available to students than larger public universities. As you are evaluating schools, consider the field(s) of study you are most interested in and understand the options available at the schools you are considering.

On a related note, students interested in pursuing research opportunities may have a better chance of conducting research at a larger university. However, private universities are likely conducting research, too. It’s best to consider the programs you are specifically interested in and ask an admissions counselor what research opportunities are available to undergraduates in that field or major.

Campus Life

For some students, the large size of many public institutions is a factor in the pro column. This environment means there are a great variety of potential groups to join, activities to participate in, or classmates to become friends with.

A large school means many different classes and majors to choose from. If this appeals to you, it can expand your network and make your college experience much more interesting. Private schools are also likely to have clubs and activities available for students, too, though it may be on a smaller scale.

Both public and private schools can be a great choice for students interested in athletics. Public schools are most likely to have a wide variety of active sports teams, and most of the top-ranking colleges for student athletes are public.

However, many private universities have successful teams, as well. If it’s important to you, or you’re a student athlete yourself, you could check out the strength of specific sports programs at the colleges you’re considering.

Financing Your Education

Some students and their families cover tuition costs (or a portion of costs) with savings, but there are a variety of other sources of finances to help students pay for college. As mentioned, public universities generally have a less expensive sticker price than private schools, but private schools may offer more financial aid to students. So, don’t rule out a private school on cost alone.

To apply for federal student aid, the first step is filling out the Free Application for Federal Student Aid (FAFSA®). Colleges will use this information to help determine how much aid, and what types, a student qualifies for. Federal aid includes things like Pell Grants for low-income students, work-study, and federal student loans. Both private and public schools may offer scholarships to students, as well.

Federal Student Loans

Federal loan options include Direct Subsidized Loans, Direct Unsubsidized Loans, and Direct PLUS Loans.

For the 2023-2024 school year, the interest rate on Direct Subsidized or Unsubsidized loans for undergraduates is 5.50%, the rate on Direct Unsubsidized loans for graduate and professional students is 7.05%, and the rate on Direct PLUS loans for graduate students, professional students, and parents is 8.05%. The interest rates on federal student loans are fixed and are set annually by Congress.

Private Student Loans

For students who still need additional funding, a variety of lenders offer private student loans. Private student loans typically take the borrower’s credit history, and that of any cosigner, into consideration. And while federal student loan interest rates are always fixed, private student loan interest rates can be fixed or variable.

Keep in mind, though, that private student loans do not offer the same benefits as federal student loans, such as income-driven repayment plans and student loan forgiveness. If possible, it’s wise to exhaust all federal aid options before seeking private student loans.

Both public and private colleges and universities can offer an excellent education to students. Differences to consider when deciding between a private or public school include the cost, the programs of study available to students, the quality of education, campus life, and sources of funding for school. Depending on individual preferences and circumstances, students may find a public school better suits their needs or vice versa.

Early decision is a binding process, usually with a November application deadline and a December admissions decision. Students may apply to only one college via early decision, and if accepted, they typically must attend or risk having to sit out of school for a year. An early decision application can boost a student’s odds of getting into their dream school, but it also means they lose the chance to compare and negotiate financial aid offers from multiple schools.

Because the 2024-25 FAFSA will be simplified — and the release delayed from Oct. 1, 2023, until sometime in December — many colleges won’t be able to provide accurate financial aid estimates or final packages alongside early decision admissions, says Connie Livingston, head of college counselors with admissions counseling group Empowerly and a former admissions counselor at Brown University.

“In years prior, you knew what your package was when you knew your decision,” Livingston explains. “Now you’re getting an estimate, which is better than nothing, but it’s not a guarantee.”

If you’re thinking about applying early decision this fall, here are six tips to help you navigate the FAFSA overhaul and your college financial aid prospects.

1. Apply to CSS Profile schools

About 250 universities use the more detailed CSS Profile alongside the FAFSA to calculate institutional aid, like scholarships and grants. The 2024-25 CSS Profile opened on Oct. 1. At CSS Profile schools, prospective early decision applicants may have better luck getting an accurate financial aid estimate before they decide to apply, says Shannon Vasconcelos, senior director of college finance for Bright Horizons College Coach, an admissions and financial aid counseling company.

However, students who apply early to FAFSA-only schools likely won’t have a reliable financial aid estimate before applying, Vasconcelos says.

The vast majority of institutions that use the CSS Profile are private, although a handful of public schools like the University of Virginia and the University of Michigan also use it.

2. Estimate your financial aid

In past years, colleges’ online net price calculators have been the best way to estimate how much your education could cost at an institution — but with a lack of clarity around the new FAFSA, many of these calculators have not yet been updated, Vasconcelos says. Early decision applications should use other calculators.

If your family has an income below a certain threshold — check the income cap with the early decision school to which you’re applying — it’s more likely that you’ll get enough aid to attend. Most early decision schools meet 100% of demonstrated financial need, but they don’t offer merit aid, Livingston says.

3. Read the fine print

Students have the option to back out of early decision agreements if they can’t afford to attend. Carefully read the agreement at your school of choice before applying.

“I think that we’re going to see more families take advantage of that fine print this year and pull out of that early decision agreement, because they didn’t understand what they were getting into financially, or they did not have an accurate estimate of financial aid eligibility upfront,” Vasconcelos says.

Backing out from an early decision acceptance is a process. For example, at Columbia University in New York, families must consult with a financial aid officer and explain their circumstances before a student can be released from an early decision agreement. The timing can also be risky: When students finally get their delayed financial aid packages for the 2024-25 school year, application deadlines at other schools may have passed.

Make sure to print out and save any financial aid estimates you’ve received from schools, Vasconcelos advises. These records can come in handy if you need to request more aid or get out of your binding admissions agreement.

4. Request your FSA ID now

Each person — including the student and parents — who fills out the 2024-25 FAFSA will need a unique FSA ID. It can take up to three days to receive an FSA ID after you request it.

Request your FSA ID ahead of time so you’ll be ready to fill out the FAFSA right away upon its December release and get your financial aid package as fast as possible.

Everyone should fill out the FAFSA, regardless of whether or not they think they’ll qualify for aid, says Livingston. Many colleges use the application to help determine eligibility for scholarships and merit aid in addition to need-based aid.

5. Consider early action or regular decision

Roughly 87% of U.S. undergraduates received financial aid in 2020-21, according to the National Center for Education Statistics. For these students, applying early action (which is nonbinding) or regular decision may be a safer bet than early decision.

If you get multiple admissions offers, you can compare financial packages and costs of each school, and even try to negotiate your aid offers.

“When you apply early action or regular decision, then you’re not making a commitment,” says Vasconcelos. “You can go back to schools and say, ‘Thanks for this nice $5,000 scholarship but this other school gave me $10,000; is there anything else you can do?’ and some schools are amenable to that.”

That type of negotiation is off the table if you apply early decision, Vasconcelos says, but you might still be able to appeal for more aid after an early decision acceptance if your financial situation changes.

6. Reach out to financial aid offices

If you need more help understanding how the FAFSA simplification and delay could affect your plans to apply early decision, reach out to the financial aid offices at your target schools.

“They are expecting a lot of questions, and maybe some confusion, so they’re ready to help students and families through this process,” says Livingston.

The real question, though, is can you afford to live in this quaint state? In order to figure this out, it’s best to look at all the factors that contribute to your cost of living in Virginia. By comparing averages with what you can afford, you’ll be able to match up your budget to the perfect Virginia city.

Here’s what you should take into consideration when tallying up the cost of living:

Virginia housing prices

When it comes to the overall cost of living in Virginia, numbers tend to linger close to the national average. The same is not true when looking at housing prices. Where you live and how close to Washington, D.C., you are definitely impacts housing prices in Virginia, so pack a big budget if you’re planning on commuting into our country’s capital.

Alexandria

Just outside of Washington, D.C., if you’re coming to Virginia as a commuter, Alexandria is where you’ll want to live. At only seven miles or one subway ride away, it’s very easy to head to work without having to live right in D.C. However, this convenience comes at a price, and the small-city living you’ll find in Alexandria has housing prices that are 108.4 percent above the national average.

Rent and home prices also take quite a leap here. Even with moderate price increases over last year, a one-bedroom apartment’s average monthly rent is $2,014, and a two-bedroom’s is $2,490. One-beds rose in price by 5 percent over last year, and two-beds rose by 5 percent.

The median home price in Alexandria is $650,000, but the price is only up 6.6 percent from last year.

Arlington

The most expensive city on our list, Arlington is practically in Washington, D.C., so it has serious housing prices. They’re 132 percent above the national average. This means you’ve really got to pay for where you live in Virginia, especially when you can see D.C. from your house.

Both one-bedroom and two-bedroom apartments in Arlington saw a 17 percent increase in cost over last year, but what’s significant is what that takes rent to each month. Again, this is an expensive city, especially when we’re talking about rent. One-bedroom apartments have an average monthly rent of $2,527, but two-beds are a whopping $3,442 per month. Might be time to consider a roommate.

Homes are also expensive, though, with not as drastic of a price tag as renting an apartment. The median home in Arlington is $670,000, down 7.6 percent over last year.

Charlottesville

Combining hiking and canoeing with skiing and snowboarding, Charlottesville provides outdoor activities all year long. Sitting at the foot of the Blue Ridge Mountains, this scenic city offers a perfect location for just about everyone. It’s both a college town and a foodie city, a place full of culture, history and more. With all this going on, Charlottesville housing prices edge just above the national average at 2.9 percent over.

This also means that rent is going to cost you. Both one and two-bedroom apartments have seen price increases over the last year and come with a sizable monthly rent. Homes for sale are rising at a slower rate than those for rent, up only 10.1 percent over last year. The median sale price for homes in Charlottesville is $413,000.

Lynchburg

An outdoorsy location, just east of the Blue Ridge Mountains, Lynchburg is great city for hikers, skiers and those who like to partake in water activities. Situated in the center of the state, it’s a ways from Washington, D.C, meaning housing prices are more affordable at 24.7 percent below the national average.

Rent prices are quite affordable in Lynchburg, having only risen by 6 percent over last year on all accounts. A one-bedroom apartment is only an average of $875 per month, and a two-bedroom averages out at $965 per month.

Home prices are rising a bit faster, up 16.7 percent over last year. The median home price in Lynchburg is $228,000.

Richmond

The capital of Virginia, Richmond is a hub of higher education. Home to the University of Virginia, Virginia Commonwealth University and more, students flock to the area, but Richmond offers so much more. It’s also a favorite spot for millennials and its location on both sides of the James River makes it an attractive destination for outdoor enthusiasts. Home prices in Richmond are also on the more affordable side at 13.3 percent below the national average.

Seeing decent growth in the rental market, one-bedroom apartments have increased in price by 13 percent. Two-bedrooms are up 12 percent to an average monthly rent of $1,756 and one-bedrooms average out to $1,425 per month.

Home prices are up 22.6 percent over last year bringing the median sale price in Richmond to $352,000.

Virginia food prices

Another cost of living in Virginia is food. Known for Southern-style cuisine, must-try Virginia dishes may not have originated in the state, but they’re now part of the culture. You can get delicious barbecue, blue crab, oysters and Brunswick Stew here, but the state is best known for its country ham. For those Virginians who like to infuse their own home cooking with this Southern charm, the average grocery shopper spends between $233 and $267 per month.

Just like with housing, prices on food tend to go up the closer you get to Washington, D.C.

Going out to eat has the same issue, as well. It costs $59 for a three-course meal for two in Lynchburg, but you’ll pay 21 percent more or $75 in Charlottesville.

Utilities are pretty much at the national average across Virginia. Although some are slightly under, and some a little above, it’s typically by just a tiny bit, which is good news for the overall cost of living in Virginia.

Virginia transportation prices

Transportation prices include all the costs associated with getting around any given city. Throughout Virginia, that could mean owning a car, using public transportation or even getting around on foot or by bike.

Cities like Alexandria and Arlington have a relatively high walk and bike scores meaning you may not even need to own a car to comfortably navigate the city. Arlington tops the charts with an 81 for a walk score and 74 for a bike score, but Alexandria isn’t too far behind with a 62 walk score and 58 bike score.

Again, the closer you are to D.C., the higher the cost of living Virginia. This could be a result of parking prices if you drive around, or simply just the cost of being able to utilize public transportation to get around.

WMATA and DASH in Alexandria

Because of its proximity to Washington, D.C., Alexandria has services from two different public transportation systems. The WMATA operates the subway. Also called the Metro, there are four stations within Alexandria that provide access to both the yellow and blue lines. The time of day you ride determines the Metro price you’ll pay. For peak hours, a one-way fare is between $2.25 to $6.00. During off-peak hours you’ll pay between $2.00 to $3.85.

Local bus services in Alexandria motor through the city thanks to DASH. There are three color-coded routes. Red routes are frequent routes, with buses coming every 15 minutes or less. Blue routes run slower, but all week long, and green routes only run on weekdays. DASH is now free to ride throughout Alexandria. There’s also a free King Street Trolley you can take advantage of when in Old Town Alexandria.

ART in Arlington

Arlington’s bus system, ART, also connects to the Metro, among other modes of public transportation. It has 16 routes. Those with frequent service come every 20 minutes or less. The one-way fare on ART is $2. To transfer to the Metro, you’ll pay an additional 50 cents.

GRTC in Richmond

A long list of bus routes and a few express options make up the GRTC system. Covering Richmond and surrounding counties and cities, the GRTC has been in operation for over 150 years, only stopping service once, during the Civil War.

Today, the single-way fare on any local route is $1.50 and passes are available. You can get a seven-day pass for $17.50, or a 30-day pass for $60. Express and extended express routes, do cost more per way and vary in price.

Throughout Virginia, healthcare is on the more costly side, with more cities above the national average than in most other costs of living categories. This total includes visits to your doctor, dentist and eye doctor. It includes urgent care stops, as well as any prescriptions you have to buy.

The most expensive city when it comes to paying for a full-day, private preschool is Alexandria. Monthly costs are, on average, $1,833.33. Arlington and Charlottesville both also have monthly costs above $1,000, as well. The least expensive city is Richmond, at only $516.67 per month for preschool.

Taxes in Virginia

Virginia has four different income tax rate brackets based on income. You’ll either pay 2, 3, 5 or 5.75 percent.

When it comes to sales tax, the state rate is 5.3 percent. Localities can add on to this an additional amount, bringing the total up to no more than 7 percent. At the max, for every $1,000 you spend shopping, $70 goes right to taxes.

Arlington, Alexandria and Richmond all have the same sale tax rate of 6 percent. Charlottesville and Lynchburg opted to stay a little lower, sharing the same sales tax rate of 5.3 percent.

Today, we’ll take a closer took at the “FHA PowerSaver” loan program, which aims to make it easier for homeowners to make energy-saving improvements to their properties.

In short, the FHA PowerSaver loan is essentially an alternative to taking out a home equity loan or HELOC, both of which have become more difficult to come by ever since the mortgage crisis.

After all, mortgage lenders have lowered maximum combined loan-to-value ratios (CLTVs) considerably, and with home prices not what they once were, it doesn’t leave a lot of room to borrow by tapping equity.

How FHA PowerSaver works:

The FHA PowerSaver program allows homeowners to borrow up to $25,000 for terms as long as 20 years to make certain energy improvements, including insulation, duct sealing, energy-efficient doors/windows, HVAC systems, water heaters, solar panels, and geothermal systems.

The FHA encourages homeowners to get an energy audit to determine which improvements will be most cost-effective and worth their while.

It’s essentially a green improvement loan intended to make your home more environmentally friendly, while also saving you money via lower energy costs.

What about FHA PowerSaver rates?

The mortgage rate for a PowerSaver loan is expected to be between five and seven percent, but comparable or lower than other options available to homeowners.
