President Joe Biden, in his ongoing crusade against hidden junk fees, has so far cracked down on event ticketing, airlines, financial companies and rental housing. The next target: junk fees at colleges and in student lending.
On Friday, the Biden administration announced several new actions to alleviate the burden of these superfluous fees. The most significant would be the elimination of origination fees for federal student loans — if it passes muster with Congress.
“We feel strongly that there are times where the American consumer is kind of played for a sucker,” says Neera Tanden, domestic policy advisor to Biden. “There’s a hidden fee or there’s some way in which a company or an entity is basically using its market power to make you pay a fee that you shouldn’t have to.”
Junk fees are the label given to the irksome and often surprise surcharges to what you’re already paying for. This includes things like credit card late fees, overdraft fees at banks, amenity and resort fees at hotels, service fees for event ticketing or food delivery, as well as seat selection fees on airlines. For over a year, the Biden administration has taken several actions to curb junk fees and surface hidden fees.
End student loan origination fees
On the student lending side, Biden would eliminate the student loan origination fee as part of his 2025 budget proposal.
Origination fees are the percentage of the loan amount that’s considered a processing fee. The fee ends up being tacked on to loan balances, which means borrowers would pay interest on the fee over the life of the loan. Origination fee rates range from 1% for undergraduate loans to 4% for graduate and parent PLUS loans.
Tanden, who spoke with NerdWallet in an exclusive interview, calls origination fees a “relic of the past” when private lenders originated student loans backed by the government, which hasn’t been the case since 2010 when the federal government began exclusively lending directly rather than guaranteeing loans made by private financial institutions. She adds that there’s no current rationale for it in federal student lending.
Borrowers collectively spend more than $1 billion annually on origination fees, according to a release by the administration. However, Biden can’t get rid of origination fees unless Congress approves it as part of the nation’s 2025 budget.
Tanden says she hopes the proposal will be treated as a nonpartisan issue. “We know that Republicans have welcomed ways to cut back on taxes for people,” she says. “This is really just a tax on student borrowing.”
If origination fees are eliminated, it would impact future student loans only, not existing debt.
Eliminate junk fees with student banking products
The college-related fees Biden is targeting include “high and unusual fees” associated with student financial products. Colleges and universities often offer bank accounts and credit cards as part of affiliations with financial institutions. These fees include insufficient funds fees, maintenance fees and closure fees.
Biden wants to block financial companies that partner with colleges to disburse Title IV funds (such as student loans) from charging fees to students. The administration says these junk fees are out of step since banks have largely phased them out.
The measure to end junk fees for college banking and student credit cards is currently in the formal process known as negotiated rulemaking. Though it doesn’t require approval by Congress, don’t expect a change anytime soon.
Empower students to authorize tuition charges for textbooks
Many colleges and universities have long included textbooks as part of students’ tuition bills. That means that the charge is automatically included and students have to pay for course materials regardless of the actual costs available on the market. Students might be able to find textbooks cheaper somewhere else, but colleges still bundle those anticipated costs as part of tuition.
Biden is proposing that students be required to authorize a charge on their tuition bill for textbooks and other required materials for their courses. The administration says these changes would provide students with the opportunity to do a cost comparison to find the cheapest options or eliminate the cost altogether by accessing free open-source textbooks.
“The college has a lot of power and sway and these are ways that, you know, essentially consumers — your students — are forced to pay for things that they should be able to look at cheaper costs,” says Tanden.
These changes are also in the negotiated rulemaking process and don’t require congressional approval.
Require colleges to return unused ‘flex dollars’ and meal plans
Students are often required to purchase meal plans with their college or university, which are used for dining hall meals or as “flex dollars” to pay for food elsewhere on campus. But at the end of each semester, schools can rescind any remaining funds. That means students must spend the money before the semester ends or forfeit what they’ve already paid for — often with student loans.
“Students are often taking on debt in their college years to pay for the cost of living, as well as their tuition, and because of interest that could grow in cost,” says Tanden.
The Biden administration would halt colleges from taking leftover funds and instead require them to return the remaining dollars to students.
The administration announced it is now formally considering this regulation. It would need to move through the negotiated rulemaking process and wouldn’t need approval by Congress.

The quarterly bonus rates “stack” on top of those. That means Flex cardholders (but not holders of the original Freedom) can earn up to 9% back on hotels booked through Chase, and up to 7% back on dining purchases. More on that below.
To receive elevated rewards, cardholders need to activate the bonus categories online by June 14. Rewards will apply retroactively, so as long as you activate by the deadline, you’ll earn extra cash back on all eligible purchases made throughout the quarter.

Stacked rewards let Flex cardholders score big
Amazon is a mainstay bonus category for quarterly rewards, and the sheer breadth of items you can buy through the online marketplace makes it an easy way to earn extra rewards. But the other two categories — dining and select hotel bookings — have the potential to be much more valuable for Chase Freedom Flex℠ cardholders, thanks to the card’s ongoing rewards. Here’s how.
In addition to the bonus cash back cardholders can earn in rotating categories, the Chase Freedom Flex℠ also has the following “fixed” bonus categories that don’t change:
3% back at restaurants.
3% back at drugstores.
5% back on qualifying Lyft services purchased through the Lyft app (through March 31, 2025).
1% back on all other purchases.
Hotels booked through Chase already earn elevated rewards throughout the year (5% back), as do dining purchases (3% back). The quarterly bonus doesn’t replace those rewards; it “stacks” on top of them, meaning you can earn up to 9% back on hotels booked through Chase, and up to 7% back on dining purchases.
The original Chase Freedom® (which is no longer available to new applicants) has the same 5% rotating bonus calendar but does not have the fixed categories. So holders of that card will earn 5% in all of the quarterly categories.

Why 7% and 9%? When Chase awards 5% cash back in its quarterly categories, it does so using this logic: Purchases that normally get 1% cash back are now earning an additional 4% cash back — so the quarterly bonus is 4% on top of the usual rewards. So for the second quarter of 2024, restaurant spending that usually earns 3% with Chase Freedom Flex℠ earns 4% on top of that, for a total of 7%. Hotels booked through Chase usually earn 5%, so adding 4% to that gets you to 9% cash back.
Watch out for foreign transaction fees
These elevated rewards on dining and hotels booked through Chase make the Chase Freedom Flex℠ and Chase Freedom® ideal travel companions for spring and early summer trips. But if you’re traveling internationally, you might want to think twice before you whip out either card to pay for a meal or a hotel reservation.
Chase generally charges a 3% foreign transaction fee on its nontravel credit cards, which will cut into the value of any rewards you earn. The reward rates are high enough that you can still come out ahead, but you may need to do a little math first.

It’s warm enough to swim everywhere in Florida between April and October. The further south you go, the warmer the water is in the winter.
During the summer, the Gulf is warmer than the Atlantic. Its waters can reach 90 degrees Fahrenheit or warmer — sometimes the water is even warmer than the air. Meanwhile, the waters of the Atlantic usually remain in the 80s. For some perspective, most people will be comfortable swimming when the water is about 75-80 degrees.

Visitors and locals alike also come here to enjoy Lummus Park, a beachside spot featuring playgrounds, walking trails, a fitness area and plenty of popular events.
2. Hollywood Beach
Hollywood Beach, a family-friendly spot just south of Fort Lauderdale, has clean beaches and a pedestrian promenade, known as the Broadwalk, that features restaurants, shopping and hotels.
If the kids tire of sandcastles and waves, they can visit Charnow Park with its playgrounds and interactive fountain. It’s a good mix of old-Florida charm and modern amenities.
3. Daytona Beach
Farther north on the Atlantic coast, Daytona Beach comes with hard-packed sand and a gentle slope leading to the water — ideal for learning to surf. Here, you’ll find 23 miles of coastline along with plenty of hotels, shops and restaurants.
It’s also one of the few places you can actually drive on the beach — very slowly and tide permitting — for $20 a day per vehicle.
4. Panama City Beach
Up in the Panhandle is Panama City Beach, known for its 27 miles of emerald green waters and sugar sand. Those who fish or dive love the area because of the many artificial reefs just offshore. Plus, the water is some of the clearest in the state.
Many of the beaches face west, meaning the sun sets directly over the water, making for spectacular views.
5. Destin
The Destin and Fort Walton Beach areas are called the Emerald Coast for a reason: The water off the 24-mile stretch of beach is often a vibrant green. Beyond the usual beach attractions of wharfs and piers, Crab Island is a big draw. Not actually an island but a raised sandbar, it’s a place where boaters can hang out, enjoy camaraderie and take advantage of a floating bar in the middle of it all.
6. Clearwater Beach
Farther south along the Gulf coast, near Tampa Bay, is Clearwater Beach. Over the years, it’s been named by many as the top beach in the country. The beach sits on a barrier island and touts 35 miles of sand along with hotels, restaurants and activities including an aquarium and alligator sanctuary.
Visitors can also visit Pier 60, a 1,080-foot fishing pier that hosts a nightly sunset festival.

Many of Florida’s beaches are located in state parks. They cover 100 miles of coastline across the state, but are usually more undeveloped. Some are home to both nesting sea turtles and shorebirds. Fort Zachary Taylor Historic State Park is on the southern end of Key West, where the Atlantic Ocean and Gulf of Mexico meet. In addition to swimming, snorkeling and fishing, visitors can tour Fort Taylor, a national historic monument that played roles in both the Civil and Spanish-American wars.
9. Honeymoon Island and Caladesi Island State Parks
Located near Dunedin just north of St. Petersburg, both Honeymoon Island State Park and Caladesi Island State Park consistently top the list of Florida’s best beaches.

SXSW has some events reserved for attendees and others are free for anyone to attend. The festival doesn’t have a single venue; all sessions and events (official and unofficial) are located in or around downtown Austin, with most of the larger tech-focused sessions at the Convention Center.
Due to its central location, walking is one of the easiest ways to get between sessions, shows, restaurants, coffee shops and Lady Bird Lake trails.
Heavy traffic and road closures can make navigating SXSW by car — and finding parking — challenging. Austin’s public transportation or the free SXSW shuttle route can help visitors avoid the hassle of driving.
Getting from the airport to downtown Austin
Austin-Bergstrom International Airport (AUS) is 7 miles from downtown Austin, offering SXSW attendees numerous options to get to downtown Austin and most hotels.
Rental car
For longer stays before or after SXSW, a rental car is a good option for exploring more of central Texas. The Austin airport hosts most major rental car companies on site, but Enterprise is an official partner of SXSW, so it offers deals for festival registrants.
Rideshare and taxis
If you’re not renting a car, you can use rideshare services or traditional cab companies to get to the airport. The Austin airport has a designated rideshare and taxi pickup zone across from the terminal, behind the Red Garage.
SXSW attendees can also use a special link to get a discounted shared ride from Carter Transportation Austin, which is part of the SuperShuttle network.
Bus
The MetroAirport Flyer is a convenient public transportation option to get to and from the Austin airport. Austin’s CapMetro Route 20 can get you from AUS to downtown in about 35 minutes. Buses run every 15 minutes from the neon guitar-shaped bus stopand cost $1.25 per ride or $2.50 for a day pass.
SXSW Austin transportation options
From downtown Austin, SXSW attendees without a rental car have plenty of alternate transportation options to venues.
SXSW shuttle
Attendees have access to a free SXSW shuttle service to get from the Convention Center to most venues. The shuttle departs from Trinity Street and runs from 9 a.m. to 2 or 2:30 a.m. most nights.
CapMetro bus and rail
Public transportation is another convenient and affordable option for Austin visitors.
As far as bus routes, CapMetro Rapid routes 801 and 803 will operate with high frequency for the duration of SXSW. Night Owl Routes will run regular service from midnight to 3 a.m. as well to help shuttle people from late-night events. A CapMetro Bus fare is $1.25 for a single ride, $2.50 for a day pass or $11.25 for a seven-day pass.
The CapMetro rail runs to and from downtown Austin, with a stop near the Austin Convention Center on East 4th Street. Rail service during SXSW will run extended hours daily until midnight. On Fridays and Saturdays, rail service will be extended to 2:30 a.m. The cost is $3.50 for a single ride, $7 for a day pass or $27.50 for a seven-day pass.
Rideshare and taxis
Uber, Lyft and taxis offer door-to-door convenience during SXSW. However, anticipate longer wait times and surge pricing throughout the week. If you want to book a taxi, zTrip Austin or ATX Co-op Taxi operate in the city.
