When people think of the most affordable neighborhoods in Chicago, they don’t always think being close to the lakefront is an option.
In Chicago, most of the pricier rent districts are those closer to the Loop. This means it’s entirely possible to find an apartment in Chicago that’s affordable, safe and close to plenty of nightlife and entertainment options for less than $2,000 a month.
Here are 10 of the most affordable neighborhoods in Chicago, depending on the type of amenities you like within your community.

Logan Square’s identity has changed so much within the past 10 years. Once a sleepy neighborhood with a large immigrant population, this community is now teeming with young, hip Chicagoans that don’t want to pay top dollar for a home in the nearby neighborhoods of Wicker Park and Bucktown.
Logan Square is also still home to plenty of immigrant families who’ve been living in the neighborhood for years, giving it a true neighborhood feel. Rental rates here are quickly rising, but you can still get more space for your buck and be near the picturesque Logan and Kedzie boulevards.
Logan Square is serviced by Chicago’s Blue Line, giving residents easy access to all of the city’s neighborhoods. The Chicago Transit Authority (CTA) also services the area with a variety of bus routes, making transit a breeze. However, residents rarely need to leave the neighborhood unless they want to do so, as there are plenty of nightlife options, restaurants, shops and amenities within Logan Square.

Just north of Logan Square and three stops away on the Blue Line is Irving Park. Much of this neighborhood’s charm lies in its beautiful homes and suburban-like setting.
Although it’s still distinctly urban, Irving Park has a much quieter feel than some adjacent areas. If you’re looking for pretty tree-lined streets, old houses and a community vibe, Irving Park is a good option to consider.
In addition to the area’s Blue Line and bus access, Irving Park offers direct access to Interstates 90 and 94, so those who need to drive to get to work will want to consider this convenient option. It’s also home to two Metra lines within Old Irving Park, making it even more convenient for those who want to live in the city sans car but not in the heart of the Loop.

Avondale is having a moment right now. That said, while you can expect to spend more than $2,000 on rent in some parts of Avondale, you can absolutely find less pricey apartments that still make it among the cheapest neighborhoods in Chicago.
Newer businesses, including music venue/coffee bar Sleeping Village, bowling alley Avondale Bowl and newly-opened membership-based Guild Row, have welcomed those who want entertainment options without having to deal with the crowds or parking issues.

Like many neighborhoods throughout the city, gentrification is taking hold and causing rent to increase. Humboldt Park is no exception. You’ll know you’re in this West Side neighborhood when you pass under the large Puerto Rican flag metal sculpture or notice the large Humboldt Park swan boats in the park’s lagoon.
Today, you can hear a bunch of men congregating at the corner of the park, chatting and catching up on the day’s events while a young couple walks along the sidewalk with a stroller in tow.

Pilsen is probably one of the most colorful neighborhoods in Chicago. Its bright and large wall murals can be found along the main streets but also within the neighborhood as single-family homes and apartment buildings use their walls as canvases.
Once a haven for artists seeking low rent and large loft spaces, the area has been slowly gentrifying. Renters have been attracted to its location, just a few miles from downtown, as well as lower rents than other parts of the city.
Pilsen also offers access to employment, entertainment and nightlife options throughout the South Loop, Little Italy, Chinatown and University Village (which is home to the University of Illinois at Chicago). It’s definitely one of the most affordable neighborhoods in Chicago near the Loop. Regardless of the influx of new residents, Pilsen is still home to a proud and rich Latino culture.

Those looking to live on the north side of the city don’t have a ton of budget-friendly options, but Uptown is a great option for those who want to be close to neighborhoods like Lakeview, Wrigleyville and Andersonville without wanting to shell out a ton of cash.
Uptown’s locale is its main draw, as is its access to Lake Michigan and the northern areas of Lincoln Park (we mean the park, not the neighborhood of the same name).
7. New Chinatown

Many Chicago residents might refer to New Chinatown as basically the intersection of Argyle Street and Broadway Avenue, or “Asia on Argyle,” within the northern end of the Uptown neighborhood. Part of the Uptown community, “Argyle Street,” as the locals reference it, is home to some of the best pho and other Vietnamese cuisine in the city. Within a few blocks are dozens of Southeast Asian restaurants and businesses — mostly Vietnamese offerings, along with Chinese, Cambodian, Laotian and Thai.
On Thursday nights during the summer, Argyle Street hosts its popular Argyle Night Market, where you can sample food from local restaurants while enjoying live cultural and musical performances.

The childhood home of former First Lady Michelle Obama, South Shore offers easy access to Lake Michigan, Rainbow Beach and Stony Island Arts Bank — an art gallery, media archive, gorgeous library and community center.
Another perk is that it’s within walking distance to the South Shore Cultural Center, which includes a 65-acre park with a nine-hole golf course, tennis courts, culinary center, nature center and a variety of cultural programming and classes.

If living in a really diverse neighborhood appeals to you, complete with businesses that cater to a number of ethnic groups, Albany Park might be the perfect neighborhood for you — it’s also among the cheapest neighborhoods in Chicago.
It’s not uncommon to walk along Montrose Avenue, Lawrence Avenue or Kedzie Avenue, the main streets in Albany Park, and pass restaurants selling everything from freshly-made pitas (Sanabel Bakery on Kedzie Avenue) to sweets and Middle Eastern groceries and staples (Dukan International Food Market, right off the Kedzie Brown Line stop) or serving delicious food at restaurants such as Afghan Kabob on Montrose Avenue or Noon-o-Kabab on Kedzie Avenue.

Rogers Park is another diverse neighborhood, not unlike Albany Park. According to Choose Chicago, more than 40 languages are spoken in this area. Large apartment complexes and three-flats can be found between single-family homes, and there’s a mix of established families with transient neighbors thanks to Loyola University’s campus. It’s also among the cheapest neighborhoods on Chicago’s far north side.

For travelers visiting Japan, the general rule should be to avoid tipping. However, there are a few situations where a tip is appreciated. Here’s a breakdown of some specific dos and don’ts.
Do you tip at restaurants in Japan?
Travelers should avoid leaving a tip in restaurants in Japan. This is the case regardless of the type of restaurant — from counter service to a sit-down multi-course meal — and the quality of the service. The expectation is that prices are set at a rate that the owner will provide fair compensation to servers.
Some Japanese bars or izakayas may charge a small cover charge. This is typically referred to as “otoshi” and may or may not be posted at the entrance to the bar. Ask before being seated if you’re concerned about this charge (typically only a few dollars).
The telltale sign that you’ll be charged an otoshi is if you get a small appetizer upon sitting down.
Do you tip taxi drivers in Japan?
With Japan’s incredible public transportation, travelers should have little need for taxi drivers to get around. Because of this, Japanese taxi drivers generally provide top-notch service. From white gloves to automatically opening doors, taking a taxi in Japan is like no other. Again, your instinct may be to show your appreciation with a tip.
But here again, travelers will find their offer rejected. Don’t have exact change and want to round up? Many Japanese taxi drivers will provide exact change, down to the yen.
Do you tip tour guides in Japan?
One of the few places where tipping in Japan is appreciated is for tour guides and interpreters. What’s the commonality? These service providers primarily serve international tourists, many of whom are accustomed to tipping. For this reason, many tour guides and interpreters won’t turn down a tip when it’s offered.
To truly show your appreciation, do a bit of legwork beforehand and take a couple of small envelopes with you. Flashing cash is seen as inappropriate, particularly in public. Instead, place your tip in an envelope and hand it to your recipient with both hands.
Again, though, tipping isn’t expected in these cases, but it won’t come across as rude. Since there’s no expectation of a tip, there are no guidelines about how much to tip.

A pay gap is the difference between the earnings of one group and another. It’s usually referenced in the context of men’s wages versus women’s wages. But there are also pay gaps when measured by race and ethnicity, as well as sexuality and gender identity.
There are shorthands for the most stark differences among workers:

What is the gender pay gap?
Women consistently bring home less money than men: In 2022, women earned 84 cents to every dollar men earned, according to the Census Bureau. And that gap hasn’t budged in about 20 years, according to Pew Research Center.
Among men and women who worked full time, year-round in 2022, the national median earnings wage gap was $9,990, with men earning a median of $62,350 and women earning a median of $52,360.

What is the LGBTQ+ gender or gender identity pay gap?
Gender and gender identity among LGBTQ+ workers also tends to affect earnings, according to a 2021 analysis of salary data by the Human Rights Campaign. LGBTQ+ workers tend to earn 90 cents for every dollar a typical worker (as in, full-time private and public sector nonfarm workers). According to the Human Rights Campaign data, when compared with every dollar earned by a typical worker:
Men in the LGBTQ+ community earn 96 cents.
Women in the LGBTQ+ community earn 87 cents.
Nonbinary, genderqueer, genderfluid and two-spirit workers earn 70 cents.
The South End is a unique neighborhood. Like many in Boston, it is built on reclaimed marshland. But the modern-day South End is a bustling, vibrant, diverse district filled with hipsters and doctors and old school Bostonians, trendy eateries and dive bars and pricey mansions and housing projects.

The South End sits southwest of downtown, with Chinatown forming its northern border. Back Bay and Fenway-Kenmore are along its western side. Roxbury (and more specifically Lower Roxbury) is to its south. And, yes, South Boston is to the east. The Mass Pike and the I-93 Central Artery join at the northeast corner. Melnea Cass Boulevard and the Massachusetts Avenue Connector are along South End’s south end. The Boston & Providence Railroad and the Southwest Corridor Park form its northwest border.

So what is it like living in South End, Boston? It’s a diverse and distinct neighborhood. There are many whites as non-whites, and represents backgrounds and cultures from across the globe. It’s hip and traditional, upscale and down to earth. It’s family-friendly and LGBTQ-friendly, with gritty old-time New Englanders and young couples.
The South End is convenient and lively, full of things to do and places to go. And wherever you are, it’s easy to get to.
Demographics
The South End has always been diverse. It has Irish, Lebanese, Greek, Puerto Rican, Jewish and Black communities, many dating back to the 1880s. Today it is home to many immigrant and ethnic communities, young professionals, long-time residents and a significant LGBTQ presence since World War II.
The neighborhood has both wealthy and low-income sections, with an average income nearing $60,000.
Despite gentrification, the neighborhood remains nearly 50/50 white versus non-white, including nearly equal populations of Black, Latino and Asian-American residents.
The median age is 36, just below half live alone and just over half are college grads.
Education
The South End is home to the McKinley Schools, a collection of institutions for kindergarten through graduation, including the McKinley South End Academy. Blackstone Elementary School matriculates students through fifth grade. Josiah Quincy Upper School operates from sixth through twelfth grade. These are all public institutions within the Boston Public Schools system.
The Benjamin Franklin Institute of Technology is a private college for engineering and industrial technology. It was founded in 1908 with funds from Franklin’s will and a gift from Andrew Carnegie.
Safety
Previously, the neighborhood was one of the most dangerous in the city. Today, with its economic diversity, the South End is broader, with both safe family-friendly blocks and risky streets near subsidized housing.
In general, it has relatively low rates of violent street crime compared to other nearby neighborhoods. Property crime is also on par with Boston in total.
Sidewalks are readily available and the streets are mostly well lit.
Recreation and entertainment
The South End is known for its lush and accessible green spaces. The neighborhood features 11 residential parks, many of which are English-style squares featuring fountains and cast iron fencing. There are a number of pocket parks and community gardens as well.

MBTA commuter rail trains stop at both Ruggles and Back Bay stations along the Franklin, Needham, Providence/Stoughton and Framingham/Worcester lines. And the Silver Line bus rapid transit to downtown runs along Washington Street.
The South End is reached easily by car. The neighborhood is accessible off the Massachusetts Turnpike Exit 22 Dartmouth Street at Copley Place and Exit 24 at South Station.
Medical care
The South End is Boston’s premier medical district. The original Boston City Hospital opened in 1864 and merged with Boston University Medical Center Hospital in the 1990s to create Boston Medical Center.
Today, BMC is the largest Level I trauma center in New England. The Boston University School of Medicine, which uses BMC as its teaching hospital, is next door. Nearby is the South End Community Health Center offering affordable comprehensive healthcare and community services.

As interest rates increased rapidly throughout 2022, the number of refinance mortgage originations declined. The composition of these refinances also changed. Cash-out refinances – where a homeowner borrows an amount substantially greater than what they owe on their existing mortgage – became more common than non-cash-out (also known as “rate-and-term”) refinances. An equity “cashed out” from the home – which, in turn, increases the mortgage balance – is often used by the borrower to pay down other debts, fund home repairs, and pay for educational expenses, among other big-ticket purchases. A cash-out refinance takes the place of the original mortgage, but alternative products that tap home equity, such as home equity loans and home equity lines of credit, leave the original first-lien mortgage intact. Such needs for cash may be necessary and unavoidable, hence the persistence of some (albeit reduced) amount of cash-out refinances even in the face of rising interest rates.
Despite the recent decrease in volume, cash-out refinance originations are a segment of the mortgage market worth monitoring, especially since they were considered one of the mechanisms that exacerbated the 2008 financial crisis.1 In the case of both cash-out and non-cash-out refinances, the borrower’s home is used as collateral for the loan. Failing to make payments or meet other loan conditions can result in the borrower losing their home through foreclosure. The added risk for borrowers originating a cash-out refinance, especially in today’s interest-rate environment, is that their mortgage payments and mortgage loan terms are both likely to increase.
Who are the homeowners taking out cash-out refinances, and are their loans comparable to non-cash-out refinance loans? Are cash-out refinance borrowers more likely to become delinquent? In this post, we look at the loan and borrower characteristics of homeowners who originated a cash-out refinance compared to a non-cash-out refinance. We study refinances originated between 2013 and 2023. This allows us to study delinquencies—one manifestation of risk—throughout the post-crisis period, and how they vary among the population. This period includes periods of falling and rising interest rates, as we have observed recently. With this information, we can better gauge the risk to consumers and the housing market of the recent trends in refinances. We find that:
Cash-out refinances were a larger share of all refinances during periods of rising interest rates.
Borrowers of cash-out refinances had lower credit scores, lower incomes, and smaller loan amounts compared to non-cash-out refinance borrowers.
Loan-to-value and debt-to-income ratios were similar for cash-out and non-cash-out refinances.
Cash-out refinances had larger shares of older, female, Black, and Hispanic borrowers, compared to non-cash-out refinances.
Serious delinquencies were rare for borrowers with higher credit scores, regardless of whether the refinance was cash-out or not.
For borrowers with lower credit scores, both cash-out and non-cash-out refinance borrowers have similar two-year delinquency rates, except for a relative increase in delinquencies among cash-out refinance borrowers in 2017—a year marked by rising interest rates.
We conclude with a comparison of the market for cash-out refinances before the financial crisis to the post-crisis time period, as well as potential concerns with cash-out refinances to monitor going forward.
Loan and borrower characteristics of refinances
We used refinance data in the National Mortgage Database to compare the loan characteristics and two-year delinquency status of cash-out refinances and non-cash-out refinances. The National Mortgage Database is a representative 1-in-20 sample of all closed-end first-lien mortgages in the United States. We identify refinances as cash-out refinance mortgages when the total value of sampled refinance loans and their associated junior liens were more than five percent larger than the total value of the preceding loans and associated junior liens.
Figure 1 shows the quarterly volume of refinances, cash-out and non-cash-out, from the first quarter of 2013 through the first quarter of 2023 (the latest quarter for which we have data). We added the average interest rate on 30-year fixed-rate mortgages from Freddie Mac’s Primary Mortgage Market Survey on the right axis.
As Figure 1 indicates, non-cash-out refinances are typically more common when interest rates are decreasing and borrowers seek better rates compared to their original mortgages. Cash-out refinances make up a larger proportion of all refinances during periods when interest rates are increasing, such as 2017 to 2019 and 2022 to 2023. For example, from 2013 to 2019, cash-out refinances averaged about 240,000 originations per quarter, followed by an increase to almost 730,000 in the fourth quarter of 2021. Cash-out refinance volumes then fell throughout 2022, down to 44,000 originations in the first quarter of 2023.

Figure 2 plots median credit scores by refinance type. The median credit scores of cash-out refinance borrowers were lower than non-cash-out refinance borrowers throughout the 2013-2023 period.

Figure 3 plots median combined loan-to-value ratios (100 percent less borrower equity in the house) by refinance type. The median combined loan-to-value ratios for cash-out refinances are generally similar to or lower than non-cash-out refinances originated in the same period, except during high interest-rate periods from 2017 to 2019 and 2022 to 2023, when median combined loan-to-value ratios for cash-out refinances are relatively higher than non-cash-out refinances.

Table 1 describes other loan and borrower characteristics of cash-out and non-cash-out refinances originated between 2013 and 2023. We see that the median loan amount and borrower incomes for cash-out refinances were smaller than for non-cash-out refinances; the primary borrowers for cash-out refinances were older; and cash-out refinances were more likely to only have female borrowers and borrowers aged 62 and older. Cash-out refinance borrowers were also more likely to be Hispanic or Black and less likely to be Asian, compared to non-cash-out refinance borrowers.

Delinquencies of refinanced mortgages: the importance of borrowers’ credit scores
In terms of delinquencies at the two-year mark after their refinance loan origination, Figure 4 shows two-year delinquency rates of refinances, by year originated, from 2013 to 2020. We use a broad measure of delinquency: 60 or more days past due, including other adverse conditions such as bankruptcy and foreclosure. We also split the sample by credit score: refinances with a borrower credit score at or below the median credit score of 756 at origination (left panel) compared to refinances with a borrower credit score above the median (right panel).

We first see that serious delinquencies two years after origination are rare among both types of refinances involving borrowers with higher credit scores: no higher than 0.1 percent for originations between 2013 and 2020. By contrast, serious delinquencies are more likely among refinances involving borrowers with lower credit scores but are still uncommon in absolute terms: ranging between 0.7 and 0.8 percent for all refinances originated between 2013 and 2016, followed by an increase in 2017 to 1 percent for cash-out refinances and 0.9 percent for non-cash out refinances.2 Two-year delinquency rates then fall among all refinances with lower credit scores originated after 2018, likely due to mortgage forbearance programs in the Coronavirus Aid, Relief, and Economic Security (CARES) Act.
Worth noting is the increase in two-year delinquency rates for cash-out refinances originated in 2017. We know that these borrowers refinanced at a time when interest rates were rising (see Figure 1), and that credit scores were lower overall for cash-out borrowers in 2017 compared to previous years (see Figure 2). These findings from 2017 suggest that we may see increased delinquencies among cash-out refinance mortgages originated in 2022, another period with an increase in interest rates and a decrease in cash-out borrowers’ credit scores.
Discussion and potential concerns with cash-out refinances
In summary, during periods of rising interest rates, refinance volume declines and their composition shifts toward cash-out refinances, since homeowners may need cash from their home even when interest rates increase. From the first quarter of 2013 to the first quarter of 2023, cash-out refinances tended to have smaller loan amounts, lower borrower incomes, and lower borrower credit scores compared to non-cash-out refinances, but other loan characteristics, such as loan-to-value and debt-to-income ratios, were similar. We then showed that two-year delinquency rates were similar between both types of refinances, with only a noticeable increase for lower credit-score borrowers taking out cash-out refinances in 2017.
Prior research has focused on cash-out refinances as one of the mechanisms that exacerbated the 2008 financial crisis. However, mortgage originations from 2013 to 2023 are fundamentally different from mortgage underwriting before the financial crisis. Many risky features are now absent from the market – for example, interest-only mortgages, negative amortization mortgages, and mortgages with loan-to-value ratios over 100 percent – and lenders are now required to document borrowers’ ability to repay their loans. As we have shown above, most cash-out refinances now have loan-to-value ratios below 80 percent, requiring a 20 percent or more drop in house prices to be underwater. Most cash-out amounts are also below $50,000 during this period, and the volume of cash-out refinances has been declining each quarter since the start of 2022. Although cash-out refinances gained popularity from 2019 to 2021 due to record-low interest rates , the amount of equity extracted was lower than during the pre-2008 boom, despite home prices having increased substantially. These characteristics of cash-out refinances over the past decade suggest that cash-out refinances are now a smaller source of systemic risk than before the 2008 financial crisis.

This suggests that cash-out borrowers are more likely to still be paying off their mortgage and less likely to own their home free and clear in retirement, potentially exposing these borrowers to more future financial shocks while the mortgage is outstanding. Second, a cash-out refinance with a higher interest rate than the prior paid-off mortgage could effectively lead to much higher borrowing costs, relative to the original mortgage or to other sources of credit, like home equity loans or home equity lines of credit, that do not raise the interest rate on the existing first-lien loan balance.3 Prior research has shown that higher interest rates can cause delinquency and default.4 This relationship highlights the importance for borrowers of finding and obtaining lower interest-rate loans, and aligns with efforts to help borrowers refinance when interest rates fall as a way to avoid delinquencies.
As the interest-rate environment continues to evolve, the CFPB’s Office of Research will continue analyzing mortgage refinances and other home equity loan products to understand consumers’ borrowing decisions and loan performance.
