After hiking interest rates 10 times since March 2022, the Federal Reserve pumped the brakes during its June meeting. The central bank’s benchmark federal funds rate will remain at a range of 5.00% to 5.25% for the time being, although the Fed hasn’t ruled out the possibility of further increases if inflation doesn’t continue to moderate.
As long as inflation continues to trend downward, experts say a pause in rate hikes from the Fed could bring some stability to today’s volatile mortgage rate market.

Mortgages hit a 20-year high in late 2022, but now the macroeconomic environment is changing again. Rates dipped significantly in January before climbing back up in February. Aside from a brief surge towards the end of May, rates continue to fluctuate in the 6% to 7% range.
Even though the Fed hit pause on rate hikes, mortgage interest rates will continue to fluctuate on a daily basis. That’s because mortgage rates aren’t tied to the federal funds rate in the same way other products are, such as home equity loans and home equity lines of credit, or HELOCs. Mortgage rates respond to a variety of economic factors, including inflation, employment and the broader outlook for the economy.
“Mortgage rates will continue to ebb and flow week to week, but ultimately, I think rates will stick to that 6% to 7% range we’re seeing now,” said Jacob Channel, senior economist at loan marketplace LendingTree. “I don’t anticipate them to spike or even show a sustained spike following this meeting,” Channel said.
Overall, inflation remains high but has been slowly, but consistently, falling every month since it peaked in June 2022.
After raising rates dramatically in 2022, the Fed opted for smaller, 25-basis-point increases in its first three meetings of 2023. The decision to hold rates steady on June 14 suggests that inflation is cooling and ongoing rate hikes may no longer be necessary to bring inflation down to the Fed’s 2% target. The central bank is unlikely to cut rates any time soon, but positive signaling from the Fed and cooling inflation may ease some of the upward pressure on mortgage rates.
“Rates are getting to a point of being steady. So, it’s more a question of how long it will take for rates to start ticking back down and when inflation will return to a place where your dollar starts buying a little bit more each month,” said Kevin Williams, founder of Full Life Financial Planning.
However, mortgage rates remain well above where they were a year ago. Fewer buyers are willing to jump into the housing market, driving demand down and causing home prices in some regions to ease, but that’s only part of the home affordability equation.
“Interest rates have been much higher in the past and people bought homes and financed homes at those rates. But it’s been hard for people to react to such a rapid increase in just a short amount of time,” said Daniel Oney, research director at the Texas Real Estate Research Center at Texas A&M University. “Everybody had a target for how much they needed to save in order to go into the housing market, but when interest rates increased, those goal posts moved too,” he added.
What does this mean for homebuyers this year? Mortgage rates are likely to decrease slightly in 2023, although they’re highly unlikely to return to the rock-bottom levels of 2020 and 2021. However, rate volatility may continue for some time. “Expect mortgage rates to yo-yo up and down in the first half of the year, at least until there is a consensus about when the Fed will conclude raising interest rates,” said Greg McBride, CFA and chief financial analyst at Bankrate. McBride expects rates to fall more consistently as the year progresses. “Thirty-year fixed mortgage rates will end the year near 5.25%,” he predicts.
Rather than worrying about market mortgage rates, homebuyers should focus on what they can control: getting the best rate they can for their situation.
“The most important thing is that they find the right home. The second most important thing is obviously to find the most efficient way to finance it,” said Melissa Cohn, regional vice president of William Raveis Mortgage.
Take steps to improve your credit score and save for a down payment to increase your odds of qualifying for the lowest rate available. Also, be sure to compare the rates and fees from multiple lenders to get the best deal. Looking at the annual percentage rate, or APR, will show you the total cost of borrowing and help you compare apples to apples.
30-year fixed-rate mortgages
The average 30-year fixed mortgage interest rate is 7.00%, which is a decline of 6 basis points from seven days ago. (A basis point is equivalent to 0.01%.) Thirty-year fixed mortgages are the most common loan term. A 30-year fixed rate mortgage will usually have a lower monthly payment than a 15-year one — but typically a higher interest rate. Although you’ll pay more interest over time — you’re paying off your loan over a longer timeframe — if you’re looking for a lower monthly payment, a 30-year fixed mortgage may be a good option.
15-year fixed-rate mortgages
The average rate for a 15-year, fixed mortgage is 6.41%, which is a decrease of 4 basis points from seven days ago. Compared to a 30-year fixed mortgage, a 15-year fixed mortgage with the same loan value and interest rate will have a larger monthly payment. But a 15-year loan will usually be the better deal, if you can afford the monthly payments. You’ll usually get a lower interest rate, and you’ll pay less interest in total because you’re paying off your mortgage much quicker.
5/1 adjustable-rate mortgages
A 5/1 adjustable-rate mortgage has an average rate of 6.13%, an increase of 5 basis points compared to a week ago. For the first five years, you’ll typically get a lower interest rate with a 5/1 adjustable-rate mortgage compared to a 30-year fixed mortgage. However, you might end up paying more after that time, depending on the terms of your loan and how the rate shifts with the market rate. Because of this, an adjustable-rate mortgage could be a good option if you plan to sell or refinance your house before the rate changes. If not, changes in the market could significantly increase your interest rate.
Mortgage rate trends
Mortgage rates were historically low throughout most of 2020 and 2021 but increased steadily throughout 2022. Now, mortgage rates are roughly twice what they were a year ago, pushed up by persistently high inflation. That high inflation prompted the Fed to raise its target federal funds rate seven times in 2022. By raising rates, the Fed makes it more expensive to borrow money and more appealing to keep money in savings, suppressing demand for goods and services.
Mortgage interest rates don’t move in lockstep with the Fed’s actions in the same way that, say, rates for a home equity line of credit do. But they do respond to inflation. As a result, cooling inflation data and positive signals from the Fed will influence mortgage rate movement more than the most recent 25-basis-point rate hike.

I was a deal seeker long before I ever became a mom. Why? Well, it began as a fun hobby. Scoring designer clothing at 90% off retail was just plain satisfying, and finding freebies in the mailbox always brightened my day.
But that all changed in 2002 when I found myself jobless and 7-1/2 months pregnant with my first child. My husband was a first year pipefitters’ apprentice earning about $9 an hour, and my high-paying job was our bread and butter. We managed for a few months on my severance and unemployment, but when we found out I was pregnant again only three months after our first boy was born, we knew that finding a job was not in the cards and that drastic measures were called for.
This was when I discovered the Grocery Game. I wish I could say it immediately transformed our finances, but I made every rookie mistake in the book. I didn’t truly understand how to use coupons, and I wound up purchasing only the cheapest items from the stores I shopped at. I was every coupon myth/misconception/excuse embodied in one. Perhaps you’re under many of the same false impressions:
Myth: Using coupons screams to the world that I’m broke.
Reality: At first I was a little embarrassed to hand over that huge stack of coupons at the checkout, but I quickly leaned there’s no reason to be ashamed of using coupons! On the contrary, coupon users are savvy shoppers looking to stretch their budgets. In fact, here’s an interesting fact: Consumers in the under-$25,000-per-year income bracket are the least likely to use coupons. The average coupon user is between the ages of 25-34 and earns between $25,000 and $100,000 per year.
Myth: I can’t find coupons for the items I purchase.
Reality: Unless you never need to purchase deodorant, toothbrushes, toothpaste, shampoo, soap, coffee, frozen veggies, yogurt, and on and on, I assure you that you can find a coupon for your purchase. And if you think finding these coupons is difficult, you’re wrong. I challenge you to flip through any Sunday newspaper coupon insert or do a quick printable coupon search and tell me that you don’t find at least a few coupons for products that you use regularly.
Myth: You can’t be brand loyal and save money.
Reality: I am very brand loyal in some cases. It’s true that throwing brand loyalty out the window may garner you bigger savings in the long run, but you can remain brand loyal and still save significantly. The key is to learn how to stockpile your favorite brands. When you can pair a coupon with a rock bottom price, buy enough to last you until the next big deals rolls around. This is when buying multiple Sunday papers really pays off, but if you need additional coupons, you might also consider purchasing them from a coupon clipping service.
J.D.’s note: I’m a recent convert to stockpiling, though I only do it for select items that I really really love. I haven’t managed to combine coupons with stockpiling yet, though.
Myth: Coupons cause you to buy things you might not purchase otherwise.
Reality: This was the biggest mistake I made starting out, but I quickly learned to be very deliberate in my purchases. That’s not to say that I never make purchases that I might not have otherwise, but that doesn’t directly translate into spending more money overall. Coupons are a fantastic way to try new products or brands at ultra low prices. They’re also a useful tool for helping others in need. Often you can purchase toiletries for free or even better than free by pairing a coupon with a loyalty program. Perhaps you don’t need these items yourself, but you could consider donating them to a church or shelter to bless those in need.
Myth: Buying generic is always cheaper.
Reality: If you have an immediate need for a product, store brands can certainly be cheaper. However, one of the key principles of saving with coupons is based on not only buying products when you need them, but on purchasing them when you can get them at the lowest price by pairing a coupon and sale. Name brands are almost always cheaper than their generic counterparts at some point, so by using the “buy ahead” principle, you can stock up on your favorite brands for much less than generic products.
Myth: I can save more shopping at warehouse clubs.
Reality: Shopping warehouse clubs definitely plays a role in my grocery budget, but I utilize our warehouse trips to stock up on meats, baking products, and occasionally produce. Buying these items in bulk saves our family money; however, many of the other prepackaged items can be found for much less per unit by using the buy ahead principle I mentioned previously. Plus warehouse clubs are inherently set up to entice consumers into picking up items on the spur of the moment, so unless you shop very carefully according to a list, chances are you may walk out having spent significantly more than you intended.
Myth: Clipping and organizing coupons is time consuming and not worth the effort.
Reality: It’s true that the amount saved with coupons may directly correlate with the amount of preparation done before a shopping trip; however, the time-to-savings ratio just might surprise you. Chances are there’s a blog that covers the coupon matchups for your favorite store out there, so all you have to do is prep your coupons and list. Clipping, filing, and preparing a shopping list may take you about an hour a week, but that hour of your time could net you a 50, 60, even 70% or more savings on your grocery bill. That’s like giving yourself an instant raise each week! And when you consider that it’s a task you could easily do while watching your favorite TV show, well, I’d say it’s time well spent.
Though it took a little effort, over the years I learned how to maximize my coupon usage. We’ve been through even tougher times since 2002, but through it all, coupons have remained a key tool in reducing our monthly budget. Do we need to use coupons these days? Perhaps not — there’s enough wiggle room in our finances that it’s not a must.
So why do we still use them? Simply because it frees up extra cash for things that we want. We now have no consumer debt outside of our mortgage, and we’ve increased the amount in our onlne savings account and have built a healthy emergency fund. We can take family vacations. We can pay cash for a new car. While I can’t attribute all of this solely to coupons — financial discipline and careful budgeting are obviously important factors as well — they definitely have a place in our money-saving arsenal.

We could use one account for our day-to-day flexible expenses like grocery shopping, and another to pay our fixed bills, like the mortgage and utilities.
We went ahead and set up a new checking account at the local branch of Citizens Bank, but we also opened our ING checking account. Then we did something we really should have done years ago.
Fixed and Flexible Expenses
We sat down one night with all our financial records for the past year and worked out what our fixed expenses are: our mortgage, our utility bills, our debt payments. For the first time, we went past the monthly stuff and tallied in the quarterly and annual fixed expenses; those budget-busting surprises that are actually regularly scheduled expenses, like annual insurance premiums and the excise tax for our car.
My husband plugged all these numbers into a huge spreadsheet that eventually spit out a number: the number of dollars we needed to budget every week to pay our fixed expenses and meet our savings goals.
Happily, that number was smaller than the number of dollars we earn each week. What remains, whether we like it our not, is our flexible expense budget: the money we use to pay for everything that isn’t committed to a regularly scheduled bill.
That includes groceries and gas, not just fun stuff like birthday gifts and dinners out. Yes, we need that stuff, but it’s not money that has to be spent in a specific place, on a specific day. That makes it a flexible expense.
I’ve struggled with budgeting for years. I love the balanced money formula, but when I apply it to my own life, I get stuck on figuring out what’s a need versus a want.

With a fixed vs. flexible split in my expenses, it doesn’t matter. I may need groceries and merely want auto insurance, but that car insurance bill is due on the 15th regardless of my priorities. If I don’t have enough money to cover my flexible needs, I need to cut back on my fixed expenses somewhere.
Once we had those numbers, we set up our finances between the two checking accounts like this:
My husband’s direct deposit goes into our local bank account, where I deposit all my little checks and cash payments as they come in.
Once a week, the amount of our fixed expense budget is transferred from our local checking account to our ING account.
All of our recurring, fixed expenses are automated to pay out of that account.
All of our flexible spending for things like groceries and entertainment comes out of the local account.
Splitting our finances up according to what’s a fixed expense and what’s a flexible one made about 90% of my day-to-day money stress simply evaporate. It was like hiring a personal assistant to keep track of all the details for me. Except that it was free, and actually saved me money in bank fees and late charges.
Yet Another Money Hack
At heart, this is just a money hack. I have about the same amount of money I had three months ago — I’m just looking at it differently. I’m using this hack to play to my strengths in managing my finances.
I’m terrible at keeping track of due dates for bills, at keeping my checking register accurate to the penny and at knowing exactly how much of the cash I have on hand I can safely spend.
Now that I have my fixed expenses being handled by my shiny new automated personal assistant, there’s a lot less detail to keep track of. I don’t need to remember, while grocery shopping, that my car insurance is due in three days. The money to pay the insurance bill is cooling its heels in an interest-bearing account my debit card can’t touch, while I’m shopping.
There’s also less money to play with. I can’t cheat my budget by using money that should be earmarked for the cat’s annual vet visit next month to pay for new jeans this month. The money in the spending account is all okay to spend, but it’s a small number of dollars. This makes it pretty easy to see how careful I need to be, and to silence the naughty voices in my head that suggest I can somehow afford a little splurge.
Overall, this approach has saved me money. Making mistakes about due dates and bank balances can get expensive fast. But more important than the money is the time and energy it’s freed up. I have hours every week that I used to spend carefully managing our cash flow and accounting for incoming bills. Now I use those hours to write, and to play with my family.
One Quick Caveat
A word of warning about this money hack. It’s a great way to relieve day-to-day stress if keeping track of dates and dollars is not your forte;. It is not an excuse to set your finances on autopilot and walk away.
I do keep track of our finances every week. I check to make sure the bills have paid out correctly, I look for ways to save on those fixed expenses as well as the flexible ones.
Once a month, my husband and I sit down and go over every single category in the budget together, check our actual spending against our goals, and look for ways to save.
Having the bills automatically pay out of a separate account from our flexible spending makes it easier for me to not screw up. It’s like having a safety net. But I still have to do the work of walking the tightrope.
