Ginnie Mae’s mortgage-backed securities (MBS) portfolio outstanding grew to $2.477 trillion in September, including $36.6 billion of total MBS issuance, leading to $19 billion of net growth. Issuance for this month was less than $38.1 billion in August and $38.0 billion in July. For the 2023 calendar year to date, Ginnie Mae supported the pooling and securitization of more than 466,000 first-time homebuyer loans. For full story, read October 5 Ginnie Mae press release.
As I wrote yesterday, we received a lot of housing data this week. Existing home sales during September showed that the housing market continues to cool due to the recent run-up in borrowing costs. Sales declined 2.0 percent to a 3.96-million-unit pace during the month. That marks the fourth straight monthly drop and the slowest pace of resales since 2010. Sales are down 15.4 percent from one year ago.
Fed Chairman Powell delivered remarks at a luncheon hosted by the Economic Club of New York yesterday, saying that progress toward the Fed’s dual mandate has been made but that resilient economic growth raises the prospect of renewed inflationary pressures that could warrant additional rate hikes. He repeated that the Committee will depend on data in guiding policy decisions. The fed funds futures market has seen a downward shift in rate expectations with the implied likelihood of a January hike falling to 37 percent from 48 percent on Wednesday.
There is no market-moving scheduled news today. Two Fed speakers are also scheduled, Philadelphia’s Harker and Cleveland’s Mester, who are expected to continue the narrative that we’ve been hearing from Fed Presidents for months. Around the close, markets will receive the September Treasury Budget. We begin Friday with Agency MBS prices better .125-.250 and the 10-year yielding 4.94 after closing yesterday at 4.99 percent; the 2-year is at 5.14.

SALT LAKE CITY (KUTV) — After a major speech, many believe the U.S. Federal Reserve may press pause on hiking interest rates, but some fear that risks a resurgence of inflation.
When the fed raises rates it works to put downward pressure on inflation but also can cause higher mortgage rates and a weaker job market.
On Thursday, the Chairman of the Federal Reserve spoke ahead of a coming meeting that will decide if rate hikes will continue through the end of 2023.
During the speech, the stock market dipped and rose in reaction to what he said.
Earlier in the week one of feds board members said a wait and see approach is best right now.
Today it appeared that Chairman Jerome Powell might agree as he said, “Given the uncertainties and risks, and how far we have come, the Committee is proceeding carefully. We will make decisions about the extent of additional policy firming and how long policy will remain restrictive based on the totality of the incoming data, the evolving outlook, and the balance of risks.”
Powell didn’t outright say the fed won’t raise rates, but still many analysts have taken that as a likely message from Powell’s address.
If that is true, it may mean mortgage rates are unlikely to rise much higher through the end of the year.
For years broker channel evangelists told me that a down market would give them an edge on their retail brethren. Well, it’s certainly been a down market. How has the broker channel fared in the wake of the Fed rate hikes?
We asked the good folks at mortgage data technology firm InGenius to run the numbers, comparing the first six months of 2022 to the first six months of this year. Take a look.
“From the first six months of 2022 to first six months of 2023, brokers have increased their percentage from 23% to 28% while retail has decreased by that same percentage,” Jeff Walton, CEO and co-founder of InGenius, said. “There’s definitely a shift and while we know there is a lot of movement going on with people losing jobs because of mergers or closures, a certain percentage are moving to brokerage instead of another retail company.”
It shouldn’t come as a great surprise that wholesale has gained market share as refi activity has slowed. A significant number of retail lenders were purpose-built to pump out huge refi volumes with a call center model. Broadly speaking, the broker space tends to be more relationship focused, which lends itself better to a purchase environment.
Though virtually every mortgage lender is down because of the high-rate environment (excepting homebuilder-affiliated mortgage firms, of course), purchase volumes are still above 2019 levels. It’s refinancings that have fallen off a cliff, and they are unlikely to return in force in 2024. Should current market conditions remain, I expect the broker channel to gain a couple more points of market share over the next year (even after several notable lenders exited the channel and United Wholesale Mortgage exerts its dominance).
Setting channel side, where are we in terms of the overall LO landscape? Let’s look at InGenius’ data on the number of loan officers and corresponding production levels.
The InGenius data dating back to Q1 2019 points to some sobering trends. In Q2 2023, the number of valid LOs fell to 89,094. That’s well below the high of 181,656 achieved in Q3 2021 and even the average of about 146,000 since early 2019.
Since Q1 2019, the average LO has pumped out just under 16 loans per quarter at $4.8 million in origination volume. At the height of the boom, in Q1 2021, the average LO originated nearly $6.9 million. But in Q2 2023, the average LO generated just 9 loans worth $2.9 million. It’s a big drop.
If you’re looking for a silver lining, it’s undoubtedly that purchase volume per LO has remained consistent. The average LO achieved $2.2 million in purchase volume in Q2 2023, besting the average since Q1 2019.
It’s not crazy to think that the LOs who haven’t been able to generate enough purchase business have already washed out. About 20,000 LOs have dropped out per quarter since Q2 2022, per InGenius data. How many more are just hanging on?
While the next year will likely continue to be a relative struggle for even high producers (many of the industry’s best are down 50% year-over-year), the opportunities for purchase-tested LOs when the market rebounds could be fantastic. All they have to do is survive.

This morning is off to what could potentially be described as a “weird” start. If it’s not weird, it’s at least interesting. Why weird? Bonds rallied after jobless claims came in at 198k versus a forecast of 212k and a previous reading of 211k. Anything near or under 200k speaks to a very tight labor market. Moreover, this is the claims data that aligns with survey week for the next NFP number. In other words, bonds should have sold off. One of the few ways to justify the rally would be to observe 10yr yields hitting 4.983% about half an hour before the data. There has certainly been increased chatter about 5% 10yr yields representing a buying opportunity and it’s possible some of that buying was underway as the claims data came out.
“Bidenomics” is taking its toll on the U.S. housing market, as mortgage rates hit their highest level in more than two decades.
On Wednesday, the average rate on a 30-year fixed mortgage hit 8 percent, marking the highest level recorded since 2000. According to the Committee to Unleash Prosperity, this estimate means “that on a $500,000 home purchase, Americans will pay an approximate $1,500 a month Biden mortgage tax” for 30 years. For context, the average rate on a 30-year mortgage was 2.65 percent when former President Donald Trump left office in January 2021.
With higher mortgage rates, homebuyers are becoming increasingly wary of purchasing a new home in the current market. For example, a recent Fannie Mae survey found 83 percent of consumers “believe mortgage rates will stay at their current elevated level or rise further in the next 12 months.” Separately, 84 percent agreed that “now is a bad time to buy a home.” The latter percentage is the “highest share on record,” according to Yahoo Finance.
Higher rates have conversely led to a limited number of homes on the market, as sellers are fearful of having to purchase a new home under the current rates.
“Mortgage rates are expected to remain elevated for the time being,” Hannah Jones, an economic research analyst, told Yahoo. “It seems that [mortgage lock effect] is going to be the mode of operation until something shifts substantially, [such as] inflation has made big improvements.”
Despite President Joe Biden and his administration’s insistence that the U.S. economy is all hunky-dory, everyday Americans are struggling to afford basic necessities due to high inflation rates. According to the Bureau of Labor Statistics, in September, the Consumer Price Index increased 3.7 percent year-over-year and rose 0.4 percent for the month after rising 0.6 percent in August.
As noted in a Las Vegas Review-Journal op-ed, that 3.7 percent year-over-year increase is “a long way from the Federal Reserve’s inflation target of 2 percent” and “is building on 7 percent annual inflation in 2021 and 6.5 percent in 2022.”

The latest Campbell/Inside Mortgage Finance HousingPulse Tracking Survey found that so-called “investor participation” in the housing market slipped to 21.9% of all transactions in July, down from 23.5% in June.
It hit a two-year high as recently as May, when investors scooped up more than a quarter (25.3%) of all transactions.
So why the sudden reversal? Well, survey respondents have pointed to higher home prices, which cut into investors’ profits.
After all, they work on tight margins, so if the pricing isn’t just right, it doesn’t make for a good investment.
Some respondents even noted that the “smart money” has left the housing market, and it’s now “dumb” investors stepping in.
That last comment came from a real estate agent in Arizona, where home prices have been on a tear in the past year.
In fact, recent home price appreciation has pushed negative equity levels there from 55.5% to 51.6% in just one quarter, according to a recent report from Zillow.
It’s great news for existing owners and those who recently purchased, but bad news for investors looking for a bargain.
Another agent in Florida said “rookie investors” were moving in and paying too much for properties, which sounds like another bubble all over again.
Existing Homeowners Still Pumped About Housing
While investor sentiment has shifted, existing homeowners still seem to be pretty amped about housing.
They accounted for 43.5% of home purchases in July, up from 42% in June and 40.3% in May.
Participation by first-time home buyers was flat month-to-month.
It’s likely that demand is being driven in part by the record low mortgage rates, which have made it very attractive to own versus rent in many parts of the country.
But Campbell Surveys research director Thomas Popik warned that a reversal in rates could lead to another flood of distressed properties, and a subsequent drop in home prices.
Of course, the distressed supply has been dropping as of late, with only a 42.2% share in July, down from 45.1% in June and 46.1% in May.
And in many hot markets across the country, inventory is so low that prospective homebuyers have no choice but to wait for properties to come to market.
Even if there are suitable properties, many are clouded by intense bidding wars, so it’s clear that swelling inventory isn’t a huge concern, at least for the moment.
Homeownership Rate Lowest in Nearly 50 Years
Meanwhile, the “real homeownership rate,” which is the percentage of households who own a home and are not 90 days or more behind on their mortgage, fell to the lowest point in nearly half a century, per a report from John Burns Real Estate Consulting.
The company said the Census Bureau’s 65.5% homeownership rate is grossly overstated, and the actual rate is closer to 62.1%.
Historically, this spread is just below 1%, as there are still distressed homeowners, even when things are golden.
Obviously it has widened considerably thanks to the ongoing mortgage crisis, but they believe housing will make a serious comeback.
Their survey of 20,000 “confirms that the American dream of homeownership is as strong as ever.”
Additionally, they have started to see foreclosed homeowners return as home buyers after the three-year waiting period required by most banks and mortgage lenders.
This is especially prevalent in parts of the country where the foreclosure process runs more smoothly, such as in Arizona and Texas.
So if you believe the homeownership rate will climb back over time, there will certainly be plenty of demand in coming years, and with that, ideally some decent home price appreciation for those who get in early.
Sure, it won’t happen overnight, but a good time to believe in housing is at a time when no one else does.
