Every few months over the last two years, a sea of California carpenters has clogged the state Capitol to voice their support of high-profile housing legislation, their yellow and orange vests, hard hats and work boots in stark contrast to the suits, dresses and fancy shoes more customary in the hallways and hearing rooms of Sacramento.
Their grassroots lobbying has paid off with major legislative wins, including a pair of housing construction bills that Gov. Gavin Newsom signed into law Wednesday.
The laws represent more than the possibility of desperately needed new homes in a state with a 2.5-million-unit housing shortage. They also signal a shift in power dynamics among unions in California, and which ones have the greatest influence over labor standards at residential construction sites.

“The carpenters’ engagement on housing policy has been an absolute game changer,” said state Sen. Scott Wiener, a San Francisco Democrat who chairs his chamber’s housing committee and is the author of both laws, Senate Bills 4 and 423.
The first bill, SB 4, will make it easier for nonprofit colleges and faith organizations to build affordable homes on their land, while SB 423 will expand current law that lets developers expedite construction of multifamily projects in cities that have fallen behind on their state-mandated housing goals. The measures build on Assembly Bill 2011, a law that went into effect in July to convert buildings traditionally zoned for commercial retail and office space into affordable housing.
The new laws come after years of gridlock on housing proposals, leading to a rift between the California Conference of Carpenters, which is gaining newfound clout in the state Capitol, and the State Building and Construction Trades Council, one of the most influential players in Sacramento over the last decade.
Divisions bubbled up last year when the carpenters broke with the council and other influential unions and sponsored AB 2011, legislation the broader labor movement opposedbecause it lacked more rigorous job standards.
AB 2011 still mandates developers pay union-approved, or “prevailing,” wages and provide some healthcare benefits to workers, whether they’re union members or not. But it lacks the work standard the building trades union prefers, known as “skilled and trained,” a mandate that generally means laborers on job sites are unionized.
In the Democratic-controlled Legislature, where labor has an outsize influence, last year’s union infighting put many lawmakers in the uncomfortable position of having to choose a side.
Opponents of the skilled and trained standard argue it’s unachievable for housing developers because there aren’t enough union workers to meet the threshold. The trades union contends it’s a model that protects workers against exploitation and inadequate job safety protections.

“I think that prevailing wage in legislation for housing is a positive step,” said Chris Hannan, who was selected president of the State Building and Construction Trades Council this summer. “We don’t believe that that’s enough.”
Hannan succeeded Andrew Meredith, who resigned as president this year as the fight over labor standards raged in the Capitol.
Leadership at the carpenters union say they had no choice but to move forward with their own plan after discussions with the council fell apart.
Jay Bradshaw, executive secretary-treasurer of the Northern California Carpenters Union, said the new standards will help dismantle the underground construction economy and create job opportunities for union members, while safeguarding all workers against wage theft and other unfair labor practices currently happening on residential job sites.
The carpenters’ approach with the new standards is to organize members on job sites, but the trades council historically preferred requiring a unionized workforce to begin with.
“The labor standards we developed will significantly help our current membership. … And it will also pull wages out of competition for those that are not represented,” Bradshaw said. “And then it’s our job to go organize those folks, not the government’s.”
Todd David, a political advisor to Wiener who served as executive director of the Housing Action Coalition in 2022, said the increased influence of the carpenters helped clear a path for new housing legislation.
“There were lots of quiet conversations between legislators with people who knew the carpenters very well, like, can they really do this?” David said.
They did.
So began a new era for the carpenters — and their Democratic allies eager to pass more sweeping housing bills into law using the same labor language.
“They showed up, and they really planted a flag in AB 2011,” said Assemblymember Buffy Wicks, the Oakland Democrat who wrote the legislation and chairs the Assembly committee on housing. “It was a breakout moment, I think, for the carpenters, where they decided enough is enough, we’re going to build housing, we’re going to do strong labor standards, we’re going to break the juggernaut that has been preventing us from actually accomplishing stuff in California in housing policy, with regards to labor standards. And they did it.”
The building trades council and its allies see the fight as far from over.
Hannan and others still consider the dispute over the labor language an easy choice between protecting workers or leaving them vulnerable to exploitation and job safety issues that may result from a lack of training.
“Our members … are the very best at what they do. And they deserve us to fight as hard as we can for them,” Hannan said. “And we believe we are going to be the strongest, loudest voice for the construction worker.”
But the council lost its second battle this year after Wiener introduced his two bills, which largely include the same labor standards as last year’s deal.
Considered this year’s most consequential housing measure, SB 423 will extend by another decade current policy that lets developers streamline multifamily development in cities that have failed to plan for enough housing, which was set to expire in 2026. The original law passed in 2017 and has led to more than 18,000 proposed units, the majority for low-income families.
Last year’s coalition included the California Housing Consortium and other affordable housing groups and two other major unions — the California School Employees Assn. and the Service Employees International Union. This year, Wiener and the carpenters expanded support for the labor changes to add more construction unions.
“We just hung tough, and I think the nature of the crisis sort of forced people to do what they were not comfortable doing in terms of the labor issues,” said Danny Curtin, director of the carpenters conference. “Breaking ranks, or however you want to put it, is never simple or easy. And you don’t want to do it unless you really think there’s no real alternative. But it was unassailable, our bill was unassailable.”
Others don’t see it that way.
Scott Wetch, a lobbyist who represented several unions in the negotiations, described SB 423 as an undemocratic law that would come back to haunt every legislator who voted for it, a “political aneurysm” that “one day will burst.”
He criticized how housing might get built in a streamlined capacity that edges out community input, and questioned whether the healthcare requirements will withstand future legal challenges.
And while some unions were going to bat for their members fighting for more rigorous job rules, Wetch said, others, like the carpenters, “sold their members down the river.”
“The carpenters went to a handful of developers, and said to them, ‘Hey, we want to get some work, we want to work with you, and we will be the Judases that remove these worker protections that you don’t like, because we want to get some work out of you,’” Wetch said.
The carpenters have shrugged off those criticisms. They see the issue as a done deal, the new labor standards now the blueprint for housing legislation in California.
“The carpenters would rather be problem solvers than just problem fighters,” Bradshaw said.

“When you are in the heat of the hearing in the last leg of the proposal, you aren’t going to say no,” Behdad said, even though he thought the requirement was overkill.
Today, with the Perla on Broadway complete and angling for buyers, Behdad said he is “extremely glad that commissioner forced us” to install chargers on 20% of the building’s parking stalls.

“If we didn’t have these 90 chargers, we would be in real trouble selling units,” he said.
Landlords of apartments, hotels, office buildings and other commercial properties are rushing to avoid similar trouble. And owners of convenience stores, fast food chains, movie theaters and big box retailers are hoping to cash in on EV chargers to lure customers with time to kill as they fill up.
Charging centers are just the first step of commercial landlords scrambling to adjust to a historic burst of change in the world of transportation, with once fantastical notions like autonomous cars and air taxis nearing fruition.
Some companies are building charging centers that are a giant step beyond electrified gas stations. Elon Musk’s Tesla, for instance, is building a whimsical drive-in movie and diner complex in Hollywood where Tesla owners can entertain themselves while loading their batteries.
Fancy L.A. shopping centers such as the Grove and Westfield Century City have chargers, as do the more workaday Walgreens, Walmarts, Subways and 7-Elevens.
The arrival of Tesla’s Model 3 and other more affordable electric vehicles are helping EVs seize market share from gas-powered vehicles, putting more pressure on the historically slow-changing real estate business to get with the times.

The immediate issue is installing enough chargers to meet growing demand and seize business opportunities. But other advances in transportation technology stand to rewrite centuries-old rules about how buildings are designed and built.
When cars no longer spew toxic fumes and can park and drive themselves, hotel and office lobbies might be designed for cars to drop off people inside and go off and do their own thing. In the not-too-distant future when visitors arrive by electric air taxis, buildings might need a second entrance lobby on the roof for the drones to land. Los Angeles officials are planning for such flying vehicles to be operational by the 2028 Olympics and are looking at how to regulate them.
“What happens when you blur boundaries between automobiles and architecture?” said Dylan Jones, a strategic planner specializing in mobility for architecture firm Gensler. “Do you need a garage in the building? Can you sell your car’s energy” to your landlord?
Such technological shifts could require dramatically different building designs, but few developers are looking that far ahead, he said. It’s the nature of the business that typically operates in five-year cycles of building and selling.
“The real estate industry is funny because developers don’t want to speculate about the far future,” Jones said. Developers “want to be able to just peek around the corner and see what’s coming” and be set up to succeed with technology that will exist when the building opens.
Los Angeles developer Walter N. Marks III sees a lure in new technology for a luxury apartment tower he is planning on Wilshire Boulevard with a mechanized parking system that will whisk cars out of sight and charge them if desired.
Tenants will drive their cars onto a movable metal pallet that will quickly park them underground andpower up electric vehicles if the resident plugs it in.
Marks is already operating a mechanized parking system at Helms Bakery District, a historic collection of shops and restaurants his family owns in Culver City. It doesn’t charge cars, but in the future he wouldn’t install a system that didn’t, he said.
All new automobiles and light trucks sold in California will be required to be zero-emission by 2035. The electric age is here. But the autonomous one is less certain. Marks is skeptical of predictions that consumers will give up their private automobiles in the near future and rely on fleets of robot taxis to ferry them about.
“I do believe that the car culture in Los Angeles is unique and very powerful,” he said. “People take their cars extremely seriously, and I think we need to recognize that and honor it.”
Jones thinks attitudes about driving your own car may change quickly when autonomous vehicles are reliably safe and data show that people are more likely to be killed by human-driven vehicles than autonomous ones.
“Drivers will become the smokers of the future; they’ll be socially shunned,” he said. “People will look at them and say , ‘Oh, you drove to work today? My kids are on the street. What are you doing?’”
That era is yet to come. At this point, the push is on among housing developers to provide charging stations to the growing number of tenants demanding them.
Socially conscious housing developer Cityview is rushing to add them to its existing apartments, including a building with only eight units, Chief Executive Sean Burton said.
Cityview usually adds as many stations as existing buildings’ electrical systems can handle, he said. Properties that weren’t constructed with charging in mind are often limited in how much power they can supply to chargers.
“In general I think building owners are adopting more slowly than they should,” Burton said. “We try to be more leading edge on sustainability issues.”
An apartment management company that manages 76,000 units for various owners is racing to meet rising demand in part by retrofitting garage electrical outlets to handle 210 volts for Level 2 charging, said Jackie Impellitier, vice president of operations for ZRS Management. That is the common commercial system for charging that takes about three to eight hours. The price of charging is added to tenants’ electrical bills.
“The thing we are all acknowledging is having charging stations is no longer an amenity, it’s a necessity” to attract and keep tenants, she said. “We are going to start losing renters if we don’t have easy and convenient access” to charging.
Most apartment developers and owners “weren’t even paying attention to EV drivers” as a category of tenants five years ago, Impellitier said, when Tesla stood practically alone as the provider of electric vehicles. “Now, every carmaker has an electric model.”
Charging stations are commonly installed and operated by third-party vendors. The big expense for landlords is getting sufficient electricity to garages and parking lots to support Level 2 charging. (The lower Level 1, plugging into a common 120-volt electrical outlet, can take more than a day if you’re charging from empty).
Level 3 chargers that can charge a car sufficiently in as little as 20 minutes run on at least 400 volts. They are expensive to set up and require electrical infrastructure not typically found in residential buildings
Automotive data provider S&P Global Mobility estimated in January that there are about 126,500 Level 2 and 13,487 Level 3 commercial charging stations in the United States today, plus another 16,822 Tesla Superchargers and Tesla destination chargers. The number of chargers grew more in 2022 than in the preceding three years combined, S&P said.
Among them are chargers at fast-food and other convenience businesses that hope customers buy things while their cars charge. Earlier this year 7-Eleven Inc. said it intends to build one of the largest fast-charging networks of any retailer in North America and already has chargers in four states, including California. Drivers pay through a phone app.
“7-Eleven will have the ability to grow its network to match consumer demand and make EV charging available to neighborhoods that have, until now, lacked access,” the company said in a statement.
Sandwich maker Subway is rolling out a variation on the theme — charging “parks” with multiple charging stations that also happen to have restaurants. These Subway Oasis charging parks will have picnic tables, Wi-Fi, restrooms, green space and playgrounds, the company said. They’ll be rolled out across the country at new or newly remodeled locations
Drug store chain Walgreens claims to be “the nation’s largest retail host” of chargers with more than 430 locations offering them. Other household-name retailers installing chargers include Ikea, Kohl’s, Walmart, Starbucks, Whole Foods, Taco Bell and theater chain Cinemark.
Additional concepts for charging stations with retail services intended to attract customers with time to kill are emerging.
Tesla, the giant of the EV industry with a growing network of fast chargers, is rolling out what it calls a supercharger diner and drive-in theater in Hollywood that promises an “American Graffiti” style pit stop for Tesla drivers perhaps running 24 hours a day.
Tesla is constructing the charging and entertainment complex on Santa Monica Boulevard — historic Route 66 — near a trendy stretch of Sycamore Avenue that has celebrity-favored restaurants, upscale shops and art galleries.
The car maker paid $16.7 million last year for a corner lot at Orange Drive where a shuttered Shakey’s Pizza Parlor was demolished to make way for the two-story project that could become an iconic venture for Tesla. The plan calls for a restaurant and two movie screens showing features that last half an hour, roughly the time it takes to charge a vehicle.
The complex is to have 29 fast superchargers and five Level 2 chargers available around the clock, while the theaters, visible from both cars and rooftop seating, would operate from 7 a.m. to 11 p.m. A screen of bamboo would shield Tesla’s movies from the street.
On the I-15 freeway between L.A. and Las Vegas, the developers of a charging station set to open in January expect to charge around 10,000 vehicles per month. The 24-hour outpost will have 40 fast charging station around a yet-to-be-announced nationally known coffee seller, said Lester Ciudad Real, co-founder of StackCharge, which is developing the project near a freeway exit in Baker.
The opportunity to charge while parked at the office has also emerged as a must for tenants. A recent survey by real estate brokerage JLL found that tenant-demanded clauses calling for charging were among the least likely to be included in existing office space leases signed in years past but would be the top priority in future negotiations.
But office building owners are stuck trying to strike the right balance. They must keep up with growing demands without overspending on chargers that aren’t needed yet, said Rex Hamre, national director of sustainability for JLL. It’s usually easy to add up to 10 stations, but trying to make even 20% of the spaces charge-ready in a 600-car parking facility could incur steep costs for electrical infrastructure.
“We are still at the cutting edge of this transition,” Hamre said. “Innovative companies are taking advantage of it as an opportunity.”
EV refueling could lead to changes in how cities look in ways that have yet to be fully imagined, architect Jones said. Gas stations in prime urban locations could give way to hybrid buildings with coffee bars, co-working offices and meeting rooms, built around indoor charging points.
“Word Perfect made typing easier, and then computers became more ingrained and it did things a typewriter could never do,” Jones said. “We’re in the early stages where the first EV charging infrastructure we’re seeing is a replication of what we understand is a refueling station. But in the future they’re going to look and feel much different.”
The Los Angeles Rams will move their practice facility to Woodland Hills next season as part of a large-scale real estate development planned by owner Stan Kroenke that could help give the car-centric Warner Center district a more urban feel.
The Rams officially announced the long-expected move Tuesday at an outdoor shopping center that Kroenke bought earlier this year as he assembled a 100-acre parcel for future development that will include a new headquarters for the Rams.
The move will center the Rams, now based in the city of Agoura Hills, in Los Angeles’ Woodland Hills neighborhood. The team plays at SoFi Stadium in Inglewood on game days, but spends most of the year at its headquarters and practice facilities.
“It’s important for us to have a foothold in L.A.,” said Kevin Demoff, chief operating officer of the Rams.

A temporary practice facility similar to the one the team now uses at California Lutheran University in Thousand Oaks will be built on what is now a parking lot next to an unoccupied office tower the Kroenke Group bought in Warner Center in 2022.
Kroenke plans to build a more permanent and expansive training facility and team headquarters on the site in the future, part of what is expected to be a sprawling mixed-use complex that may include stores, restaurants, hotels and residences.
Work will start shortly on the temporary football compound at Erwin Street and Canoga Avenue, Demoff said. Asphalt and two one-story buildings will be removed to make way for two practice fields and a network of temporary modular trailers that will be similar to the setup the team uses at Cal Lutheran.
The trailers will include office space and meeting rooms for coaches, players, scouts and staff, along with a weight room, a training room, a locker room, a media room and a meal room.
City Councilman Bob Blumenfield called the facility “a great use that brings a lot of value” to the neighborhood and “not much traffic.”
The 13-story tower on the site that was formerly home to health insurer Anthem Inc. may be part of the future mixed-use campus or could be eventually razed to make way for other uses.

Kroenke Group is working on a new land-use design for the site that also includes the former Woodland Hills Promenade, a largely inactive shopping center built in 1973, and the thriving outdoor mall Topanga Village built next to the Promenade in 2015. The move was announced at the Village, which will remain a cornerstone of the Kroenke complex that could take many years to complete.

The planned building boom may help Warner Center finally achieve its original purpose. In the early 1970s, planners decided that the west San Fernando Valley land, once the site of movie mogul Harry Warner’s horse ranch, should be turned into a “downtown” for the Valley.
As it developed, however, Warner Center bore only passing resemblance to the densely built urban districts people associate with that word.
Today, the neighborhood is mostly a mix of office towers that jut up from a sea of cookie-cutter, low-slung office buildings served by acres of surface parking lots. Apartments and stores are mostly isolated in discrete blocks, and the whole expanse is cleaved by wide, fast-moving streets that flow to freeways.
Kroenke’s $325-million purchase of the Village in January further signaled the billionaire businessman’s intention to build a sports-centric development like the one around SoFi Stadium in Inglewood.
In Inglewood, Kroenke controls nearly 300 acres surrounding SoFi Stadium, in what was formerly the Hollywood Park horse racing venue. When the Inglewood complex is completed, it will be 3½ times the size of Disneyland and contain a performance venue, hotel, stores, restaurants, offices, homes and a lake with waterfalls.
With the additional 100 acres in Woodland Hills, Kroenke is now one of the largest real estate developers in the Los Angeles region, Demoff said. His company could build and operate as much as 7 million square feet of property in Woodland Hills as envisioned under the city’s Warner Center 2035 Specific Plan.
“Stan and everybody else is a believer in the potential of Warner Center,” Demoff said. “Everything keeps growing here.”
The Kroenke Group owns and operates shopping centers in 39 states with a combined total of 40 million square feet, the company said.

Despite the state’s efforts to encourage residential development, California’s housing markets remain among the least affordable in the country. The homeownership rate is near the nation’s lowest. To afford a house at the median price today in Southern California, a family needs an annual income of $180,000, twice the region’s median.

Some housing advocates insist that the solution is to force growth into existing neighborhoods. Yet the state’s supposedly pro-development new housing laws have yet to produce more homes at a scale sufficient to address the affordability crisis, and recent data suggest an accelerating decline in housing production.
Over the last five years, California has consistently lagged in construction not just of single-family housing but of multifamily housing as well. Not one California metropolitan area was among the top 50 in housing growth last year; Texas had six areas on that list, Florida 11. Los Angeles, the state’s dominant metropolitan area, didn’t crack the top 200.
Clearly we need a new approach that is more aligned with market demands. A recent report by London Moeder, a San Diego real estate consultancy, noted that California regulations make it difficult to build the kinds of housing people are looking for, particularly multi-bedroom homes that can accommodate families.
Research by Jessica Trounstine at UC Merced similarly found that “preferences for single-family development are ubiquitous. Across every demographic subgroup analyzed, respondents preferred single-family home developments by a wide margin. Relative to single-family homes, apartments are viewed as decreasing property values, increasing crime rates, lowering school quality, increasing traffic and decreasing desirability.”
Opposition to densification of existing neighborhoods remains staunch in many cities, with some threatening a voter initiative to restore municipal control of zoning.

California’s focus on increasing density in urban areas is also at odds with the national shift toward remote work and retail and office growth in more suburban, lower-density areas.
A sensible California housing policy would respond to these trends and consumer desires, much as the Bay Area project promises to do. This does not mean we will need sprawling growth.
California’s population is dropping and is not expected to increase in the next four decades, which alters projections of future housing needs. The solution lies in strategic growth. Rather than force growth in places that are declining in population and resistant to development, including Los Angeles County and San Francisco, the state needs to look at the parts of California that are growing, places such as Riverside and Yolo counties.
To encourage growth where it’s happening naturally, the state could create a “Housing Opportunity Area” comprising the Central Valley and Inland Empire, subject to more liberal rules than the coast. Land costs are far lower in the interior of the state than in metropolitan Los Angeles, San Francisco, San Diego and San José. Policies that support inland development could help stem the outbound migration of Californians.
The rise of remote work means development away from urban centers is far more plausible and less environmentally toxic than in the past. Indeed, the International Energy Agency suggests that if everybody able to work from home worldwide were to do so just one day a week, it would save around 1% of global oil consumption for road transport per year. That would prevent 24 million metric tons of annual carbon dioxide pollution, equivalent to the bulk of greater London’s emissions. And roughly 40% of California’s jobs, including 70% of its higher-paying ones, could be done at home, according to research by the California Center for Jobs and the Economy.

Equally promising, many new suburbs are being designed in consciously more sustainable ways, as MIT professor Alan Berger suggests. Sophisticated systems for controlling energy and water use can make suburban and exurban communities more environmentally responsible. Another promising innovation is broader use of manufactured housing, which has the potential to speed construction by as much as 50%, according to a 2019 McKinsey & Co. report. A single-family subdivision is under construction by 3-D printer in suburban Austin.
There are still opportunities for innovative housing production in dense urban cores such as downtown San Francisco and Manhattan. New York Mayor Eric Adams is seeking to quickly add 20,000 housing units through office building conversions. He has also proposed a larger program to convert more than 130 million square feet of office space to residential use, though he needs state legislation to reach that goal.
More such promising opportunities may lie in old, underused retail spaces in both cities and suburbs, which have the advantage of simple floor plans, ample parking and presence across metropolitan California. A recently announced plan to replace Buena Park’s vacant Sears building with 1,100 housing units could represent one piece of our housing future. Flagging malls in Orange County and throughout California provide similar possibilities.
Such developments are critical to our increasingly diverse middle and working class. Older, overwhelmingly white Californians have achieved high rates of homeownership, but the rates among millennials, African Americans and Latinos are well below the national average.
If they don’t leave the state entirely, younger generations will tend to continue to migrate outward in search of affordable suburbs. The majority of people of color in California live in suburbs, accounting for virtually all suburban growth over the past decade. Communities could be built in the exurbs and beyond for senior citizens, too, helping to produce new housing opportunities for young families near job centers. The outer suburbs and exurbs are the future homes of most Californians.

We have the land for such a new vision. While other populous states have devoted as much as a third of their land to urban development, California’s developed lands constitute only 6% of the state. A “7% solution” to the California housing crisis would free up 1 million more acres to build the new communities that we largely stopped building around 2000, when we had 5 million fewer people.
Relying on billionaires to build new cities in the hinterlands isn’t a generally sustainable answer to California’s housing crisis. But the California Forever project does rightly suggest that our solutions must build on the state’s penchant for innovation, capitalism and a distinctly suburban lifestyle.
