Ginnie Mae’s mortgage-backed securities (MBS) portfolio outstanding grew to $2.477 trillion in September, including $36.6 billion of total MBS issuance, leading to $19 billion of net growth. Issuance for this month was less than $38.1 billion in August and $38.0 billion in July. For the 2023 calendar year to date, Ginnie Mae supported the pooling and securitization of more than 466,000 first-time homebuyer loans. For full story, read October 5 Ginnie Mae press release.
As I wrote yesterday, we received a lot of housing data this week. Existing home sales during September showed that the housing market continues to cool due to the recent run-up in borrowing costs. Sales declined 2.0 percent to a 3.96-million-unit pace during the month. That marks the fourth straight monthly drop and the slowest pace of resales since 2010. Sales are down 15.4 percent from one year ago.
Fed Chairman Powell delivered remarks at a luncheon hosted by the Economic Club of New York yesterday, saying that progress toward the Fed’s dual mandate has been made but that resilient economic growth raises the prospect of renewed inflationary pressures that could warrant additional rate hikes. He repeated that the Committee will depend on data in guiding policy decisions. The fed funds futures market has seen a downward shift in rate expectations with the implied likelihood of a January hike falling to 37 percent from 48 percent on Wednesday.
There is no market-moving scheduled news today. Two Fed speakers are also scheduled, Philadelphia’s Harker and Cleveland’s Mester, who are expected to continue the narrative that we’ve been hearing from Fed Presidents for months. Around the close, markets will receive the September Treasury Budget. We begin Friday with Agency MBS prices better .125-.250 and the 10-year yielding 4.94 after closing yesterday at 4.99 percent; the 2-year is at 5.14.

The PMI Group today launched a foreclosure prevention website aimed at educating at-risk homeowners about their alternatives as record losses continue to rattle mortgage insurance companies nationwide.
The site looks to minimize the effects of the mortgage crisis by urging homeowners to consider all of their options before walking away from their homes, citing a recent Freddie Mac survey in which more than half of borrowers failed to make contact with their mortgage lenders before foreclosure occurred.
The site features a Q&A section regarding the potential negative impact of a foreclosure along with two videos that highlight workout programs and a how-to for selling a home to avoid foreclosure.
“Private Mortgage Insurance (PrivateMI) is not a consumer product, it is insurance for the lender in the event of borrower default, but the way the PrivateMI industry is built, regulated and reserves for losses, aligns our best interests with those of the borrower,” John Jelavich, Vice President of Homeownership Preservation Initiatives, wrote in a statement to TheTruthAboutMortgage.com.
“We hope that the content on the web site, and on YouTube, motivates borrowers enough to reach out and ask for help.”

WASHINGTON — Acting Comptroller for the Currency Michael Hsu said Friday that the largest banks will bear the most significant burden of a forthcoming Community Reinvestment Act implementation rule from the Federal Deposit Insurance Corp., Federal Reserve and Comptroller of the Currency designed to expand bank lending and investments to underserved communities.
“It’s a long rule — don’t print it all out at one time, you’re going to run out of ink” Hsu said at the annual conference of the National Bankers Association, which represents minority depository institutions. “But at a high level, there’s got to be more, it has to be better and it’s got to be faster. In very simple terms, that’s it: The amount of CRA investments and lending has to go up.”
Hsu said the long-awaited rule, which the FDIC board and Federal Reserve Board will vote on during an open meeting Tuesday, is designed to be more cognizant of the various challenges facing communities, and by extension permissive of having CRA activities be directed at local communities’ most pressing needs. The rule will also strive to streamline the process of determining whether certain lending activities and investments qualify for CRA credit.
“It has to be better — more targeted,” Hsu said. “Not every locale is equal — one size doesn’t fit all. So it has to be better calibrated to those situations. And it’s got to be faster. We can’t be sitting around and trying to do a lot of different determinations on a bunch of different things. So we try to do that across the board.”
Hsu added that the final rule takes into account the compliance burdens associated with the proposed changes and the limited capacity of smaller banks — including minority depository institutions and community development financial institutions — to meet higher compliance costs.
“We got a lot of comments about this. The biggest burden for the data and changes are really on the largest banks,” Hsu said. “So, for smaller banks we’ve really tailored our expectations. And for MDIs, CDFIs and others, we’ve tried to put the wind at their backs. I can’t go into any details on that, stay tuned, go read it on Tuesday, but we’re very excited for it.”
The Community Reinvestment Act was passed in 1977, and requires banks to extend credit, investments and services to all communities within its service area — not just the most affluent and therefore profitable communities. But the CRA’s definition of service area has traditionally been linked to a bank’s branch network, even as more banking services are performed digitally. Banks and community groups have long agreed that various aspects of the CRA implementation rules are out of date.
Former Comptroller of the Currency Joseph Otting made CRA reform the centerpiece of his tenure during the Trump administration but faced opposition from community advocacy organizations and fellow regulators. The Fed, FDIC and OCC issued a revised CRA implementation rule in May 2022 that initially met with positive feedback from banks and community organizations, though banks have since cooled on the measure.
Speaking separately at the National Bankers Association event Friday, FDIC Chair Martin Gruenberg emphasized that a core aspect of the reform is to decouple CRA activities from communities solely in which banks have physical branches. As outlined in last year’s notice of proposed rulemaking, banks with lending activity above a certain threshold will be required to meet CRA obligations whether they have a physical branch in those communities or not.
“If that lending done in communities where a bank does not have a physical presence is not subject to a CRA evaluation, over time the relevance of CRA to the banking market in the United States — and to ensuring that banks serve all the communities in which they do business — will diminish,” Gruenberg said. “The core thing this rulemaking, as the NPR proposed, will do will be to extend CRA evaluations of banks whether or not [they] have a physical presence in the community.”

There’s been a lot of confusion about short sales, especially with regard to how they affect one’s credit score.
Plenty of people have recommended them as an alternative to foreclosure, even going as far as to say they can spare you the nasty credit score ding.
And while they can be a worthwhile foreclosure alternative, the credit score impact really isn’t much different.
This has been an issue for a while because common sense and logic would tell you that a short sale is better than foreclosure.
Being a Good, Bad Borrower
After all, if you choose to short sell your home, you’re making a conscious effort to work with your lender.
As opposed to hastily packing your things and heading for the hills, or stripping your home of its precious copper and selling it on the black market.
That should be rewarded, right? And the mortgage crisis was a one-off event, which made good consumers “break bad.”
If anything, agreeing to a short sale should tell other creditors that you mean well, even if you can’t or don’t want to continue making your monthly mortgage payments on your underwater home.
Unfortunately, this sentiment hasn’t translated to higher credit scores. Fico still sees foreclosures and short sales as very similar negative events.
But why? Aren’t they totally different?
Data Backs It Up Folks
Whether foreclosures and shorts sale are similar or not, data collected by Fico proves that those who short sell are higher risk than other borrowers.
Fico looked at data from October 2009 to October 2011, discovering that more than one out of every two borrowers who experienced a short sale defaulted on another credit account within two years.
The number was actually 55.1%. Yikes. Does this mean the floodgates were opened post-short sale? That the veritable seal was broken for many of these borrowers?
Was their moral compass thrown and no longer incentive enough to keep up with their obligations? Or was it that the short sale itself really coincided with financial distress?
Whatever the reason, it’s clear (from the data) that short sales and risk go hand in hand.
As you can see from the chart, credit default risk post-foreclosure was even higher, at a rate of 72%.
But Fico didn’t feel the difference (about 17%) was material enough to merit a “more positive treatment” for short sales.
Additionally, most short sellers have mortgage delinquencies on their credit reports.
To compare, roughly only one in 50 borrowers with a Fico score in the high 700 range defaults on one of their credit obligations.
So clearly having that number jump from one to 25 is an issue, which explains why Fico smacks the credit scores of those who experience a short sale.
What About Loan Mods and Fico Scores?
There have also been a lot of questions about how loan modifications affect credit scores, or more specifically, Fico scores.
Will that HAMP loan modification hurt your credit score, or is it just treated as a standard refinance?
Currently, Fico says there is no impact (beyond perhaps a credit inquiry) as long as the loan mod is reported using the proper Consumer Data Industry Association (CDIA) comment codes.
There was even a bill introduced to ensure loan mods didn’t hurt consumer credit scores.
But Fico is currently evaluating whether the incidence of such events leads to greater credit risk.
In other words, if the findings are similar to short sales, consumers who agree to a loan mod could see their Fico scores take a hit as well.
But only time will tell on that one, since the data is so fresh. There’s plenty of re-default data out there though, so you have to wonder.

1. Experience a chocolate theme park at Hersheypark
Hershey, Pennsylvania
Hersheypark is a 121-acre amusement park originally created by Milton S. Hershey as leisure grounds for employees of Hershey’s Chocolate Factory. Today, it has cuddly, walking versions of candy to meet, more than a dozen roller coasters and family-friendly rides. Plus with ticket prices under $100, it’s a lot cheaper than competitors like Disney or Universal.
Visiting in mid-November through the end of December is particularly delightful as the park transforms into Hersheypark Christmas Candylane, which includes a Christmas light show and a “Kissmass Tree” display (named for Hershey’s Kisses). This year, marks the 40th year of Hersheypark’s annual Christmas experience.
Note that Hersheypark closes from January through March for off-season maintenance, though there are plenty of other year-round activities to do in Hershey during those months. Those include a visit to one of the city’s two spas, both of which offer chocolate-themed treatments such as a cocoa facial. There’s also Hershey’s Chocolate World, which is adjacent to Hersheypark and remains open throughout the winter with activities like a chocolate tour and making your own candy bar.
2. Dine on savory chocolate meals at The Toothsome Chocolate Emporium

The Toothsome Chocolate Emporium & Savory Feast Kitchen is a 19th-century, Victorian steampunk-inspired restaurant with an over-the-top facade that looks like it was designed by Willy Wonka himself.
The chefs have managed to sneak chocolate into even stereotypically savory dishes, including fresh chocolate almond bread paired with salted caramel butter, and flash-fried chicken wings coated in a chocolate stout glaze.
You’ll find the restaurant in Florida and California, as it’s a staple of Universal CityWalk, which is the pedestrian-only, free-to-visit entertainment complex affiliated with Universal Studios theme parks.
3. Drink a candy cocktail at Sugar Factory
More than two dozen cities worldwide
Sugar Factory is a U.S. brasserie with a large menu of milkshakes, burgers, ice cream and more. But its most iconic feature is the bar that makes candy-infused cocktails, which are served in oversized goblets. Drinks can be made with or without alcohol, and they include lavish garnishment like gummy flamingoes to top the piña colada and lollipops stuffed into the peach lemonade. Drinks run about $40 each, but one beverage could easily serve a small group.
Sugar Factory has more than two dozen locations worldwide, primarily in tourist centers such as the Las Vegas Strip, Minnesota’s Mall of America and Times Square in New York City.
4. Take sweet selfies at interactive art galleries and museums

It’s definitely not a hotel, but rather an interactive art museum featuring rooms designed by different artists — most of which put candy at the forefront.
Also in the vein of the sweet selfie-centric museum comes the Museum of Ice Cream, which runs in major cities including Austin, Texas, Chicago and New York. Standout exhibits include a waterless pool filled with 100 million sprinkles made of antimicrobial, biodegradable material that visitors are allowed to “swim” in (but not eat, as these sprinkles aren’t edible).
5. Visit one of three chocolate locations at Ghirardelli Square
San Francisco
Nestled on the waterfront in San Francisco‘s Fisherman’s Wharf, Ghirardelli Square originally housed a chocolate factory established by Domenico “Domingo” Ghirardelli.
Today, the square is home to shops, restaurants and art galleries, as well as three outposts of Ghirardelli. Those three storefronts include the original ice cream and chocolate shop, a larger, more elaborate Chocolate Experience, as well as a quick, on-the-go shop.
6. Enter a hot chocolate race

If you’ve filled up on carbs and are ready to put them to use, you might enter the Hot Chocolate Run. This series of 5K, 10K, and 15K races are held in nearly two dozen cities across the U.S., generally in the winter. The routes are centered around tourist attractions, like Chicago’s Navy Pier and Nashville’s Bicentennial Capitol Mall State Park. Participants who finish the race receive not just a medal, but also a keepsake mug filled with chocolate treats.
