Retail giant Amazon announced on Wednesday the launch of a new pilot program designed to assist moderate-income families in three different U.S. communities with the purchase of up to 800 homes, in partnership with the National Housing Trust (NHT).

The initiative will include $40 million to assist residents in the Puget Sound, Washington, Arlington, Virginia, and Nashville, Tennessee communities, the company said. Amazon says the investment will “help moderate-income residents in these communities to purchase homes as a path to help build generational wealth.”

The nonprofit NHT will use the funds from Amazon’s program to acquire and build affordable homes for sale in partnership with a network of local organizations in across the three communities.

These include Habitat for Humanity Seattle-King & Kittitas Counties serving the Puget Sound region; the African Community Housing & Development (ACHD) and Homestead Community Land Trust both serving King County, Wash., the Douglass Community Land Trust in Washington, D.C. and The Housing Fund serving Nashville.

Additional partnerships through this program are possible in the future, the company said.

Amazon cites data from the National Association of Realtors (NAR) attributing affordability challenges to the “combination of rising interest rates and increasing home prices” in a majority of U.S. metropolitan areas.

“Amazon and NHT will invest in community land trusts, a model where the land itself will be owned and stewarded by nonprofits and community-based organizations, and where residents will own their physical homes,” the company said in its announcement. “Removing the cost of the land from the total cost of the home allows the price of homes to stay affordable, stabilizing families in their communities while combating gentrification.”

Last year, Amazon made a housing investment of $10.6 million into the Nashville area to build and renovate 130 affordable homes, bringing its then-total investment into that community to roughly $100 million.

Amazon.com Inc. is making its first foray into support for home ownership, putting up $40 million through nonprofit partners to create affordable housing. 

The move comes after the e-commerce giant has provided some $1.7 billion to create or preserve affordable rental units as part of a $2 billion initiative launched two years ago. 

The homeownership program announced Wednesday will back projects near the company’s two headquarters sites in Seattle and Arlington, Virginia, as well as Nashville, a hub for Amazon’s logistics group. The National Housing Trust, a nonprofit, will use Amazon’s cash to acquire or build affordable homes in partnership with local organizations. The company anticipates the cash going to fund community land trusts, which hold onto the underlying land, but sell the structures to defray some of the cost associated with buying a house, as well as down payment assistance. 

“Traditionally in the United States, homeownership has been the path to generational wealth creation,” said Senthil Sankaran, managing principal of Amazon’s Housing Equity Fund and a former official with the Washington, D.C., Housing Authority. “We wanted to use this pilot program to understand where there might be opportunities to expand access to homeownership for folks that may be shut out from the benefits of homeownership.” 

Amazon committed in 2021 to investing $2 billion in below-market loans and grants to support affordable apartment units, adding its sum to the more than $5 billion fellow technology giants had earmarked to help solve a housing crisis in and around their West Coast headquarters cities. The companies have funded a variety of approaches, from low-cost loans to nonprofits to partnerships with government entities or state affordable housing funds. Amazon’s effort is centered on people who make too much to qualify for most government assistance, but are unable to keep up with rising housing costs.

Would-be homebuyers in the last year have had to contend with rising interest rates that can put mortgage loans out of reach. U.S. housing affordability in July was at a record low going back to 1989, the National Association of Realtors said last week.

Amazon’s original fund, which was launched with a goal of creating or supporting the preservation of 20,000 housing units by 2025, is nearing the end of its initial outlay. Sankaran said it was premature to say whether Amazon would reinvest the sum in perpetuity, or whether the scale of the new homeownership program would be expanded in the future. Amazon, thus far, said it has helped build or preserve more than 14,000 rental units to date.

“We’re going to have some additional announcements coming forward,” Sankaran said. “Right now, I’m very focused on meeting the goals.”

It was a rough weekend. My cat Myrtle, resting comfortably at the top of the food chain, was visibly miffed at me not nominating her (again) for the vaulted “40 under 40” award. I reminded her that she is way over that in cat years, but my explanation fell on her one deaf ear and her one good ear despite me telling her how much line-caught salmon we could buy with the nomination fee. If lenders would like a little good news, they should know that, despite the low interest rates we saw a few years ago, people are still moving, and that’s a source of business. Around 8.6 percent of Americans moved last year, slightly more than the previous year, but still below pre-pandemic levels. Accordingly, WalletHub released its report on 2023’s Best States to Live in. Chalk it up to complete East Coast bias, but Massachusetts, New Jersey, New Hampshire, and New York took the top four spots. Really? Disaster News and Updates

Last year, U.S. disaster damage totaled $171.5B. Destructive weather and climate events, or bad forestation or building practices, factor into the mix of hurricanes, wildfires, tornados, and drought. Few are forecasting them to decrease or affect a smaller geographic range. Is your lending operation ready? What are you telling your borrowers about insurance? Recently we’ve had Florida Hurricane Idalia FEMA-4734-DR, Illinois Severe Storms and Flooding DR-4728-IL, Mississippi DR-4727, and Vermont DR-4720: Update to End Date of Occurrence.

Florida, Georgia, and the Carolinas were hit by Hurricane Idalia, causing damage from storm surge, flooding, and high winds. Recovering from a catastrophic event like this one can feel overwhelming. It’s not always easy to know where to turn for help and what steps to take. The CFPB put together a guide to handling finances that you can share with the people you serve, to help them manage the money decisions they face. View CFPB’s disasters and emergencies guide providing resources to help recovery, including how to tackle housing issues, protect finances, deal with property damage, manage bills, and ask financial companies for help.

Freddie Mac issued a reminder to homeowners and mortgage servicers of its relief options for those affected by Hurricane Idalia. Freddie Mac’s forbearance program provides homeowners mortgage relief for up to 12 months without incurring late fees or penalties. Freddie Mac’s disaster relief options are available to homeowners who have been impacted by an eligible disaster. This includes anytime the homeowner’s property experiences an insurable loss, and also covers instances where their homes or places of employment are located in Presidentially Declared Major Disaster Areas where federal Individual-Assistance programs are made available to affected individuals and households. Foreclosure and other legal proceedings are also suspended while homeowners are on a forbearance plan. More information is available on My Home by Freddie Mac where owners can read about the steps they can take to help recover from a natural disaster, including frequently asked questions related to disaster and mortgage relief.

Fannie Mae reminded homeowners and renters impacted by natural disasters, including Hurricane Idalia, of available mortgage assistance and disaster relief options. Mortgage servicers are also reminded of options to assist homeowners under Fannie Mae’s guidelines.

Capital Markets

It’s looking more and more like a goldilocks scenario for the Federal Reserve. Last week was crammed with key economic data on the labor market and inflation which will probably be instrumental in shaping the decision of the Fed’s monetary policy committee at its meeting later this month. Many of the indicators pointed towards cooling in the economy, strengthening hopes that it would be enough for the central bank to keep rates steady. Friday’s nonfarm payrolls report showed an uptick in the unemployment rate. Market participants took heart from the data, which suggests that the highly resilient labor market is finally cracking and that the effects of the Fed’s aggressive tightening campaign are showing up.

More specifically, we learned at the close of last week that U.S. unemployment rose to 3.8 percent in August, a significant increase from July’s rate of 3.5 percent and the highest percentage since February 2022, as the economy continued to lose momentum built up after pandemic lockdowns. Non-Farm Payrolls barely beat consensus (expected +170k, actual +187k) and previous prints were revised lower (June was cut from +209k to +105k). More people entered the workforce, increasing the size of the labor force by 736k, which will help bring supply and demand more into balance.

Keep in mind that increased hiring and slowing wage growth are key ingredients of the Fed’s fight against pandemic-era inflation, and the overall report was good news for the bond market, as it shows the Fed’s tightening is gaining traction in the labor market. In theory, this will take some of the pressure off the Fed to keep hiking rates and give the central bank some confidence to let previously enacted hikes work their way through the economy. The next Fed meeting is only two weeks away.

Though we’ve already received the latest rate decision from Royal Bank of Australia this morning, where rates were held steady at 4.10 percent, today is light on economic data. After this commentary goes out, markets will receive August employment trends and July factory orders. Highlights from the remainder of the week include September’s Fed Beige Book tomorrow and July Wholesale Inventories on Friday. We begin the trading week with Agency MBS prices worse .125-.250 and the 10-year yielding 4.22 after closing last week at 4.17 percent on no real news.

Based in Los Angeles, Kondo will lead operations at C&R’s flagship Century City office, overseeing the agency’s real estate portfolio and contributing to the firm’s expansion efforts in new asset classes.

Texas continues to outpace other states in attracting new residents, according to migration data from John Burns, with Houston, San Antonio and Fort Worth showing strong housing demand. The other top cities for in-migration include Jacksonville, Florida, Charlotte, North Carolina, and Nashville, Tennessee.

However, the Austin housing market, which boomed during the pandemic, is now seeing barely positive migration numbers, along with Phoenix, Arizona, and Las Vegas, Nevada.

According to Altos Research, the Austin metro housing market shows signs of a substantial normalization in home prices compared with the overall trends of the pandemic years and pre-pandemic years. The median sale price for a home in the Austin metro area reached a peak of $675,000 in April 2022. By April 2023, that figure had dropped by 14.07% to a median sale price of $580,000. As of August 2023, the median sale price in the Austin metro area had moderated further to $569,900.

The John Burns report shows housing demand is weak in Sacramento and Riverside-San Bernardino, California.

Meanwhile, in metros such as Denver, Seattle and Philadelphia, the concern doesn’t revolve so much about the people coming in but too many going out, as out-migration is becoming a real issue.

At the very bottom of the list, the East Bay area, Orange County, San Diego, San Jose, Miami, Washington, D.C., Boston, Chicago and San Francisco show very negative domestic out-migration. However, this exodus might be offset by international migration.

To conduct this study, John Burns monitored domestic migration trends in near real time, using postal address change forms that are current within a few months. This data excludes international migration.
