Ginnie Mae’s mortgage-backed securities (MBS) portfolio outstanding grew to $2.477 trillion in September, including $36.6 billion of total MBS issuance, leading to $19 billion of net growth. Issuance for this month was less than $38.1 billion in August and $38.0 billion in July. For the 2023 calendar year to date, Ginnie Mae supported the pooling and securitization of more than 466,000 first-time homebuyer loans. For full story, read October 5 Ginnie Mae press release.
As I wrote yesterday, we received a lot of housing data this week. Existing home sales during September showed that the housing market continues to cool due to the recent run-up in borrowing costs. Sales declined 2.0 percent to a 3.96-million-unit pace during the month. That marks the fourth straight monthly drop and the slowest pace of resales since 2010. Sales are down 15.4 percent from one year ago.
Fed Chairman Powell delivered remarks at a luncheon hosted by the Economic Club of New York yesterday, saying that progress toward the Fed’s dual mandate has been made but that resilient economic growth raises the prospect of renewed inflationary pressures that could warrant additional rate hikes. He repeated that the Committee will depend on data in guiding policy decisions. The fed funds futures market has seen a downward shift in rate expectations with the implied likelihood of a January hike falling to 37 percent from 48 percent on Wednesday.
There is no market-moving scheduled news today. Two Fed speakers are also scheduled, Philadelphia’s Harker and Cleveland’s Mester, who are expected to continue the narrative that we’ve been hearing from Fed Presidents for months. Around the close, markets will receive the September Treasury Budget. We begin Friday with Agency MBS prices better .125-.250 and the 10-year yielding 4.94 after closing yesterday at 4.99 percent; the 2-year is at 5.14.

A class action lawsuit has been certified by a Maryland federal court against Home Point for alleged Real Estate Settlement Procedures Act violations stemming from a decade ago.
The suit claims Home Point acquired a company in 2015 that was already involved in a kickback arrangement with a title company, but these practices continued a few years after the company was purchased.
RESPA violations at first occurred between Maverick Funding Corporation and All Star Title, a now-defunct title and settlement services company, the suit says. Maverick purportedly referred residential mortgage loans to the title company in exchange for payments that were then laundered through third-party marketing companies, per the suit.
The arrangement, which went on from 2014 to 2016, resulted in Home Point receiving “thousands of dollars in kickbacks from All Star Title in exchange for assigning and referring 444 loans,” the suit claims. The certification was first reported on by Law360.
To fund the kickbacks, plaintiffs allege that the now defunct lender and All Star Title “charged Home Point borrowers fraudulent and unnecessarily increased charges for title and settlement services.”
Mr.Cooper, which acquired Home Point earlier this year, declined to comment.
The class action is represented by plaintiffs Sandra Moyer, Richard Martin, Terry Patterson, Jr., and Yvonne Matthews on behalf of similarly situated individuals.
The defendant in turn filed a motion questioning evidence the plaintiffs presented to the judge to be granted class certification.
The motion points out that the class action relies on certain email chains that “do not involve Home Point at all, but instead involve the relationships between All Star Title, Inc. (“All Star”) and two entirely different lenders.” This, in Home Point’s opinion, provides no foundation for class certification, nor does this amount to any kind of confession.
The lender also argues that the class relied on a previous RESPA case involving a bank and All Star Title – Brasko v. Howard Bank – for the certification, which ” involved different facts, different evidence, and a different lender” making it moot and not relevant in this case.
Specifically, the defendant argues the plaintiffs failed to show evidence of communication between Home Point and All Star, wherein in Brasko V. Howard Bank, there was proof.
RESPA violations and kickback schemes are under the watchful purview of the Consumer Financial Protection Bureau, which seems to have ratcheted up its enforcement efforts.
Most recently, Freedom Mortgage was accused of such practices and fined $1.75 million for allegedly providing illegal incentives to real estate brokers and agents, such as cash payments, paid subscription services, and catered parties, with the understanding purchase business would be sent its way in return.

This week, I read an article in the WSJ about paying the mortgage with a credit card.
Either things are really bad in the economy, or things are really bad at the WSJ. Or they’re about to be.
Regardless, it’s not a great strategy to put the mortgage on plastic, which is why most card issuers don’t allow it.
Ultimately, they don’t want you paying your debt with other debt, especially secured with unsecured.
But there might be a way to still keep your cash flow without putting the mortgage payment on a card.
Take Advantage of the Many 0% APR Credit Cards Out There to Shift Your Spending
When you think about making this payment or that payment, it all basically comes from the same place. Your bank account.
So you can indirectly keep your cash flowing while paying the mortgage via traditional means if you shift other spending.
To achieve this, you just need to offset other purchases. This can be achieved by pushing those other expenses to a 0% APR credit card.
Many of these credit cards offer interest-free financing for anywhere from 12 to 18 months at the moment.
This buys you time and allows those other expenses, which are totally allowed (and expected) to be paid with a credit card, to funnel to your 0% APR card.
For example, say you’ve got a $2,500 monthly mortgage payment and another $2,000 in monthly expenses.
We’ll call it gas, groceries, utilities, and other necessities, along with some discretionary purchases, such as eating out or going to the movies.
Instead of putting all those charges on your regular credit cards, which must be paid in full each month to avoid interest, you can redirect them to a 0% APR card.
This frees up that cash for more important things, such as the mortgage.
Yes, you’re still paying the same amount each month, but you’re not dealing with any extra fees for using a third-party payment processing company like Plastiq, which can be nearly 3%.
On a $2,500 mortgage payment, we’re talking $75. Ouch!
And you just need to make the minimum payment each month on the 0% APR credit, which frees up money for the mortgage.
Even Better, Earn Interest on Your Money with Some Basic Arbitrage
Many years ago, pre-Great Recession, interest rates on savings accounts were in the 5% range.
This allowed savers to earn a decent return on any money in a high-yield savings account.
Then as you probably know, savings rates went to near-zero as mortgage rates hit record lows.
This is the double-edged sword of low interest rates. It’s great if you have a low fixed-rate mortgage, but you don’t earn anything in the bank for parking your money.
With 8% mortgage rates now a thing, and the 10-year bond yield close to 5%, banks are back to offering decent savings rates.
For example, Discover is currently offering 4.30%, as is Capital One. And Ally Bank is offering 4.25%, while Marcus has an even higher 4.40%.
This means you can park your money again and earn a decent yield, whether it’s 4% or perhaps as high as 5%.
So those who put their regular spending on a 0% card can keep more of their money in a high-yield savings account since only a small minimum payment is due each month.
That allows it to grow while everyday purchases accrue zero interest or finance charges during the promotional period.
Just take note of how long the 0% APR is offered. Once it comes to an end, you need to pay off the entire balance in full to avoid any interest.
Someone who is aggressive could put most spending on plastic (other than the mortgage) and keep as much as possible in the bank account earning 4-5%.
It’s Not Wise to Pay a Fee to Pay Your Mortgage
At the end of the day, it’s a pretty raw deal to have to pay money to make a mortgage payment.
Or to have pay a fee for any payment for that matter. The Consumer Financial Protection Bureau (CFPB) refers to this as a “pay-to-pay fee.” And often it’s not even legal to charge such fees.
This is why you should avoid paying your mortgage by phone or even using a debit card to pay the mortgage, as it can sometimes be accompanied by a fee as well.
Of course, I assume folks are in a crunch if there’s the need, other than the points and miles crowd who might want to put a big purchase on plastic to earn a bonus.
But there is perhaps a better way, as outlined above. Just be careful not to rack up debt thinking you’ve got more money than you actually do!
And remember that 0% APR period will come to an end, at which point the APR will likely greatly exceed that of a home loan. So it must be paid off.
Another issue with not paying your mortgage with a bank account is there could be a delay or a mix up.
You won’t want to miss a mortgage payment as a result of some third-party company. It can also get messy if your mortgage payment history is coming from different sources.
So it’s best to just pay the mortgage consistently from the same bank account to avoid any costs or unexpected surprises.

1. Experience a chocolate theme park at Hersheypark

Hersheypark is a 121-acre amusement park originally created by Milton S. Hershey as leisure grounds for employees of Hershey’s Chocolate Factory. Today, it has cuddly, walking versions of candy to meet, more than a dozen roller coasters and family-friendly rides. Plus with ticket prices under $100, it’s a lot cheaper than competitors like Disney or Universal.
Visiting in mid-November through the end of December is particularly delightful as the park transforms into Hersheypark Christmas Candylane, which includes a Christmas light show and a “Kissmass Tree” display (named for Hershey’s Kisses). This year, marks the 40th year of Hersheypark’s annual Christmas experience.
Note that Hersheypark closes from January through March for off-season maintenance, though there are plenty of other year-round activities to do in Hershey during those months. Those include a visit to one of the city’s two spas, both of which offer chocolate-themed treatments such as a cocoa facial. There’s also Hershey’s Chocolate World, which is adjacent to Hersheypark and remains open throughout the winter with activities like a chocolate tour and making your own candy bar.
2. Dine on savory chocolate meals at The Toothsome Chocolate Emporium

The Toothsome Chocolate Emporium & Savory Feast Kitchen is a 19th-century, Victorian steampunk-inspired restaurant with an over-the-top facade that looks like it was designed by Willy Wonka himself.
The chefs have managed to sneak chocolate into even stereotypically savory dishes, including fresh chocolate almond bread paired with salted caramel butter, and flash-fried chicken wings coated in a chocolate stout glaze.
You’ll find the restaurant in Florida and California, as it’s a staple of Universal CityWalk, which is the pedestrian-only, free-to-visit entertainment complex affiliated with Universal Studios theme parks.
3. Drink a candy cocktail at Sugar Factory

Sugar Factory is a U.S. brasserie with a large menu of milkshakes, burgers, ice cream and more. But its most iconic feature is the bar that makes candy-infused cocktails, which are served in oversized goblets. Drinks can be made with or without alcohol, and they include lavish garnishment like gummy flamingoes to top the piña colada and lollipops stuffed into the peach lemonade. Drinks run about $40 each, but one beverage could easily serve a small group.
Sugar Factory has more than two dozen locations worldwide, primarily in tourist centers such as the Las Vegas Strip, Minnesota’s Mall of America and Times Square in New York City.
4. Take sweet selfies at interactive art galleries and museums

In recent years, there has been a growing trend of sweet, interactive art galleries that are designed with the selfie set in mind. Among those open now is the Sweet Tooth Hotel in Dallas. It’s definitely not a hotel, but rather an interactive art museum featuring rooms designed by different artists — most of which put candy at the forefront.
Also in the vein of the sweet selfie-centric museum comes the Museum of Ice Cream, which runs in major cities including Austin, Texas, Chicago and New York. Standout exhibits include a waterless pool filled with 100 million sprinkles made of antimicrobial, biodegradable material that visitors are allowed to “swim” in (but not eat, as these sprinkles aren’t edible).
5. Visit one of three chocolate locations at Ghirardelli Square

Nestled on the waterfront in San Francisco‘s Fisherman’s Wharf, Ghirardelli Square originally housed a chocolate factory established by Domenico “Domingo” Ghirardelli.
Today, the square is home to shops, restaurants and art galleries, as well as three outposts of Ghirardelli. Those three storefronts include the original ice cream and chocolate shop, a larger, more elaborate Chocolate Experience, as well as a quick, on-the-go shop.
6. Enter a hot chocolate race

PRMG Product Update 23-45 includes information on FHA Products – Clarified all loans with properties in condo projects must have HUD Form 9991 completed except projects not requiring project approval (HUD REOs) and Site Condos (as defined by HUD). HUD approved projects require sections 1-3 to be completed. Single Unit Approvals require sections 1-4 to be completed. USDA Standard and High Balance – Minimum credit score now 600 (was 620), Manufactured Home purchase transactions now allowed, including the pilot option for purchase of existing manufactured homes which is allowed in limited states and new manufactured homes. Manufactured Home pilot purchase option of an existing manufactured homes requires manual underwrite and is allowed in all channels.

Amongst diplomatic efforts to prevent the Israel-Hamas war from becoming a regional conflict, U.S. Treasuries produced fresh 2023 closing highs in yields on all tenors yesterday, and a 23-year high in the case of the 2-year note. Spreads widened again as the UMBS30 basis strongly underperformed benchmarks following hotter than expected data, including retail sales and industrial production.
Retail Sales came in stronger-than-expected in September, rising 0.7 percent month-over-month and 3.8 percent year-over-year. However, these numbers are not inflation-adjusted and are closer to flat on an adjusted basis. If you strip out vehicles and gas, retail sales rose 0.6 percent month-over-month and 4.0 percent year-over-year. Total industrial production increased 0.3 percent month-over-month in September when it was expected to remain flat. The capacity utilization rate jumped to 79.7 percent, in-line with its long-run average. Manufacturing output remains soft and is likely to remain under added pressure as the UAW strike at the Big Three automakers drags on.
Today’s calendar kicked off with news that mortgage applications decreased 6.9 percent from one week earlier, according to data from the Mortgage Bankers Association’s (MBA) Weekly Mortgage Applications Survey for the week ending October 13, 2023. We’ll also receive housing starts and building permits for September. Later this morning brings a Treasury auction of $13 billion reopened 20-year notes, remarks from Fed Governor Waller, New York Fed President Williams, Fed Governor Bowman, Philadelphia Fed President Harker, and Fed Governor Cook, before the Fed’s latest Beige Book is released in the afternoon ahead of the November 1 FOMC decision. In the very early going, Agency MBS prices are roughly unchanged from Tuesday afternoon and the 10-year is yielding 4.85 after closing last night at 4.85 percent.
