The Department of Housing and Urban Development announced an upcoming sale of vacant loans secured by home equity conversion mortgages.
HVLS 2024-2 will be up for bid on May 7 and comprises approximately 1,265 notes with loan balances of close to $346 million. The sale consists of due and payable residential loans secured by first-lien HECMs, where borrowers and non-borrowing spouses are now deceased, the announcement from HUD’s office of asset sales said.
Nonprofits, government agencies and for-profit businesses, are all eligible to bid in the sale. HUD will also consider offers from joint ventures and other partnerships between various enterprises.
HUD vacant loan sales, which were first introduced in 2016, emerged as a means to help increase supply through the disposition of assets. As much as 50% of an offering is sometimes prioritized for nonprofit and government organizations in hopes of providing housing, including homeownership opportunities for residents making under 120% of area median income. Unlike prior HVLS auctions, no mention was made of designated allotment for specific buyer segments in the latest announcement.
Through the first half of 2023, nonprofits have purchased 28% of all HVLS loans for sale since the program’s launch, HUD said in a report late last year. Settled loan count totaled 10,280.
An approximate 52% share of loans sold through HVLS come from 10 states. Florida headed the list with 13%, with Texas in second place at 7%. California, Illinois and New York all followed at 5% each.
The latest sale comes as home affordability and inventory issues rise in the public consciousness, after President Biden made the country’s housing situation a key talking point in his recent State of the Union address. The creation of more units has been a focus in the Biden Administration’s housing action plan, first announced a year ago. At the end of 2020, Freddie Mac estimated the U.S. was short 3.8 million units to adequately meet demand.
HECMs, a Federal Housing Administration-backed product offered to homeowners 62 or older, allows older borrowers to tap into home equity as they age, and are assigned to HUD from prior servicers when balances reach 98% of maximum claim amounts. Rather than foreclose on homes when borrowers are deceased, the agency puts loans up for sale to avoid disposition costs and help the housing industry generate supply.
Finance of America currently comes in as the country’ top HECM originator with almost one-third of overall volume, according to data from Reverse Market Insight. Mutual of Omaha Mortgage comes in second with about 22% of originations.
In a report last week on AI and cybersecurity, the U.S. Department of the Treasury said that, while banks tend to share plenty of information with each other for the purposes of cybersecurity and anti-money laundering, they have practiced “insufficient data sharing” in the area of fraud prevention.
The dearth of banks sharing their fraud data undercuts smaller banks’ efforts to train anti-fraud AI models— models that many banks hope will replace rule-based engines, deny lists and device fingerprinting in the fight to detect and prevent transaction-related crimes such as money laundering and fraud.
Treasury acknowledged a general gap in the data available to financial institutions for training AI models of all kinds, but the report said the gap is “significant in the area of fraud prevention,” which the report contrasted with robust cybersecurity data sharing efforts led by organizations including the Financial Services Information Sharing and Analysis Center.
“The accuracy of machine learning-based systems in identifying and modeling fraudulent behavioral patterns correlates directly with the scale, scope (variety of datasets) and quality of data available to firms,” the report reads.
The report said “most financial institutions” interviewed for the report, which was based on 42 interviews, expressed the need for better collaboration in the domain of fraud prevention, particularly as fraudsters themselves have been using AI and machine learning technologies.
“Sharing of fraud data would support the development of sophisticated fraud detection tools and better identification of emerging trends or risks,” the report said.
However, while such information sharing could improve fraud detection, it “also raises privacy concerns,” the report said, as it would involve collecting and storing sensitive financial information including transaction histories and personal behaviors. Data anonymization and algorithmic transparency — i.e., helping customers understand how their data is used — could mitigate these issues, the report said.
Treasury said in the report that the Financial Crimes Enforcement Network, which is a bureau of Treasury, might be well positioned to support fraud information-sharing efforts between banks, to ensure that smaller financial institutions “are benefitting from the advancements in AI technology development for countering fraud,” the report said. Core providers could also play this role, according to the report.
While many vendors offer smaller banks access to AI-based transaction monitoring systems, Treasury’s report said internal development at banks “offers advantages in oversight and control of the development, testing, transparency, and governance of models and access to sufficient data monitoring for model risk management evaluation purposes.”
For the moment, the report cited efforts by two institutions that are already working to close the fraud information-sharing gap: The Bank Policy Institute and the American Bankers Association.
The Bank Policy Institute, a public policy research and advocacy organization, told Congress in February that, as part of the effort to promote and enable data and intelligence sharing between institutions, the institute has established BITS, an “executive-level forum” for bankers to collaborate on policy advocacy, promote critical infrastructure resilience, strengthen cybersecurity and reduce fraud.
The American Bankers Association, a trade organization and bank industry lobbying group, is set to launch an information-sharing exchange in the first half of this year, which the association says will help member banks fight fraud.
As an example of how the exchange will work, in fraud cases known as business-email compromise, the platform will enable banks to alert their peers with key information about the account of the alleged fraudster, said Paul Benda, executive vice president of risk, cybersecurity and fraud at the American Bankers Association.
“The idea here is to allow banks to share this information amongst other banks in a near-real-time manner so they can integrate this data into their payment flows, into their risk-scoring systems, to stop that money from going out,” Benda said.
The association said its long-term goal is to make the exchange available to all financial institutions that are covered by Section 314(b) of the Patriot Act, which gives financial institutions the right to share information that could be used to identify transactions that might involve money laundering or terrorist funding.
As for the consequences of failing to promote adequate fraud information sharing, several institutions Treasury interviewed said “there may be a risk of future consolidation towards larger institutions” if “smaller financial institutions are not supported in closing this critical gap,” according to the report.

The single-story home was built in 1965, but heavily updated sometime in the 1950s.
Sporting 4 bedrooms, 4.5 baths, a large living room with a fireplace, a huge primary bedroom with two walk-in closets, and a home theatre, the house clearly wasn’t a good fit for the Call Me If You Get Lost rapper.
Less than a year after purchasing it, Tyler listed that property at a loss (he paid $7.9 million for it just 12 months prior).

And while women have increased their presence in higher-paying jobs traditionally dominated by men, the gender pay gap hasn’t gone away: On average, women are paid 83.7 percent as much as men, which amounts to a difference of $10,000 per year. The gaps are even larger for many women of color, according to the U.S. Department of Labor.

The greenshoe option allows underwriters involved with IPOs to sell more shares than initially agreed upon: usually up to 15% more. That can occur if there is enough investor demand to purchase the shares.
Because IPO share prices can be volatile, the greenshoe option is an important tool that can help underwriters stabilize the price of a newly listed stock to protect both the company and investors.
Understanding the Greenshoe Option
Also called the over-allotment option, the greenshoe provision is part of an underwriting agreement between an underwriter and a company issuing stock as part of an IPO, or initial public offering. The greenshoe option is the only type of price stabilization allowed by the Securities and Exchange Commission (SEC).
The SEC allows this because it increases competitiveness and efficiency of IPO fundraising. It gives underwriters the ability to stabilize security prices by increasing the available supply. It is the responsibility of an underwriter to help sell shares, build a market for a new stock, and use the tools at their disposal to launch a successful initial public offering.
The greenshoe option got its name when the Green Shoe Manufacturing Company was issued the first over-allotment options in 1919.
💡 Quick Tip: Access to IPO shares before they trade on public exchanges has usually been available only to large institutional investors. That’s changing now, and some brokerages offer pre-listing IPO investing to qualified investors.
How Does a Greenshoe Option Work?
During the IPO process, stock issuers set limits on how many shares they will sell to investors during an IPO. With a greenshoe option, the IPO underwriter can sell up to 15% more shares than the set amount.
IPO underwriters want to sell as many shares as they can because they earn on commission as a percentage of IPO sales.
All of the details about an IPO sale and underwriter abilities appear in the prospectus filed by the issuing company before the sale. Not every company allows their investment banker to use the greenshoe option. For instance, if they only want to raise a specific amount of capital, they wouldn’t want to sell any more shares than necessary to raise that money.
There are two ways an underwriter can over allot sales:
At the IPO Price
If the IPO they are underwriting is doing well, investors are buying IPO shares and the price is going up, the underwriter can use the greenshoe option to purchase up to 15% more stock from the issuing company at the IPO price and sell that stock to investors at the higher market price for a profit.
A Break Issue
Conversely, if an IPO isn’t doing well, the underwriter can take a short position on up to 15% of the issued stock and buy back shares from the market to stabilize the price and cover their position.
The underwriter then returns those additional shares to the issuing company. This is known as a “break issue.” When an IPO isn’t performing well, this can reduce consumer confidence in the stock, and result in investors either selling their shares or refraining from buying them.
The greenshoe option helps the underwriter stabilize the stock price and reduce stock volatility.
Types of Greenshoe Options
There are three types of greenshoe options an underwriter might choose to use depending on what happens after an IPO launches. These options are:
Full Greenshoe
If the underwriter can’t buy back any shares before the stock price increases, this is known as a full greenshoe. In this case, the underwriter buys shares at the current offering price.
Partial Greenshoe
In a partial greenshoe scenario, the underwriter only buys back some of the stock inventory they started with in order to increase the share price.
Reverse Greenshoe
The third option for underwriters is to purchase shares from market investors and sell them back to the stock issuer if the share price has dipped below the original offering price. This is similar to a put option in stock trading.

Greenshoe Option Examples
Here’s an example of how a greenshoe option might work in real life.
Once the IPO company owners, underwriter, and clients determine the offering or initial price of the newly issued shares, they’re ready to be traded on the public market. Ideally, the share price will rise above offering, but if the shares fall below the offering price the underwriter can exercise the greenshoe option (assuming the company had approved it in the prospectus).
To control the price, the underwrite can short up to 15% more shares than were part of the original IPO offering.
Let’s say a company’s initial public offering is going to be 10 million shares. The underwriters can sell up to 15% over that amount, or 1.5 million more shares, thus giving underwriters the ability to increase or decrease the supply as needed — adding to liquidity and helping to control price stability.
💡 Quick Tip: Investment fees are assessed in different ways, including trading costs, account management fees, and possibly broker commissions. When you set up an investment account, be sure to get the exact breakdown of your “all-in costs” so you know what you’re paying.
What the Greenshoe Option Means for IPO Investors
The greenshoe option is an important tool for underwriters that can help with the success of an IPO and bring additional funds to the issuing company. It reduces risk for the issuing company as well as investors. It can maintain IPO investor confidence in a newly issued stock which helps to build a long-term group of shareholders.
Although buying IPO stocks can be very profitable, stock prices don’t always increase and sometimes they can be volatile. It’s important for investors to research a company, look at the IPO prospectus, understand what the stock lock-up period and greenshoe options are before deciding to buy.

With sand, sun and sea stretching an impressive 825 miles across the state, Florida is the clear choice for visitors who want to enjoy some time at the beach. In fact, about a third of all travelers will head to at least one of the state’s beaches while visiting.
Beaches can be found along the state’s Panhandle in the north, the Gulf of Mexico in the west and the Atlantic Ocean on its east coast. And don’t forget the dozens of islands that make up the Florida Keys along the state’s southern end.
While it may be impossible to definitively tell you what the best beach in Florida is, here are several contenders for the top spot.
Florida beaches overview
Depending on where you go in Florida, you could end up swimming in one of two bodies of water. The beaches in the Panhandle and down the west side of the state border the Gulf of Mexico, while those on the eastern side of the state sit on the Atlantic Ocean.
What’s the difference? If you’re an early riser and want to watch the sun rise over the water, choose a beach on the Atlantic side, where you’ll find large waves and golden-brown sand. If you prefer catching a vibrant sunset instead, head to the Gulf, where the sand is often whiter and waves are smaller.
It’s warm enough to swim everywhere in Florida between April and October. The further south you go, the warmer the water is in the winter.
During the summer, the Gulf is warmer than the Atlantic. Its waters can reach 90 degrees Fahrenheit or warmer — sometimes the water is even warmer than the air. Meanwhile, the waters of the Atlantic usually remain in the 80s. For some perspective, most people will be comfortable swimming when the water is about 75-80 degrees.

Many Florida beaches have areas where pets can run off-leash, but make sure to check the specific regulations of the beach you’re visiting before you bring your pet.
Some beaches have lifeguards on duty as well as amenities like bathrooms and snack shacks, while others are more rustic without much in the way of services.
Best beaches to visit in Florida
1. South Beach
With its Art Deco architecture, hip restaurants and bars, and lots of nightlife, Miami’s two-mile long South Beach is the place to see and be seen. Visitors and locals alike also come here to enjoy Lummus Park, a beachside spot featuring playgrounds, walking trails, a fitness area and plenty of popular events.
2. Hollywood Beach
Hollywood Beach, a family-friendly spot just south of Fort Lauderdale, has clean beaches and a pedestrian promenade, known as the Broadwalk, that features restaurants, shopping and hotels.
If the kids tire of sandcastles and waves, they can visit Charnow Park with its playgrounds and interactive fountain. It’s a good mix of old-Florida charm and modern amenities.
3. Daytona Beach
Farther north on the Atlantic coast, Daytona Beach comes with hard-packed sand and a gentle slope leading to the water — ideal for learning to surf. Here, you’ll find 23 miles of coastline along with plenty of hotels, shops and restaurants.
It’s also one of the few places you can actually drive on the beach — very slowly and tide permitting — for $20 a day per vehicle.
4. Panama City Beach
Up in the Panhandle is Panama City Beach, known for its 27 miles of emerald green waters and sugar sand. Those who fish or dive love the area because of the many artificial reefs just offshore. Plus, the water is some of the clearest in the state.
Many of the beaches face west, meaning the sun sets directly over the water, making for spectacular views.
5. Destin
The Destin and Fort Walton Beach areas are called the Emerald Coast for a reason: The water off the 24-mile stretch of beach is often a vibrant green. Beyond the usual beach attractions of wharfs and piers, Crab Island is a big draw. Not actually an island but a raised sandbar, it’s a place where boaters can hang out, enjoy camaraderie and take advantage of a floating bar in the middle of it all.
6. Clearwater Beach
Farther south along the Gulf coast, near Tampa Bay, is Clearwater Beach. Over the years, it’s been named by many as the top beach in the country. The beach sits on a barrier island and touts 35 miles of sand along with hotels, restaurants and activities including an aquarium and alligator sanctuary.
Visitors can also visit Pier 60, a 1,080-foot fishing pier that hosts a nightly sunset festival.
The best beaches in Florida state parks
Many of Florida’s beaches are located in state parks. They cover 100 miles of coastline across the state, but are usually more undeveloped. Some are home to both nesting sea turtles and shorebirds. The state parks also participate in sand dune and reef conservation efforts to protect the areas from storms, filter out pollutants and serve as fish nurseries.
7. Dr. Julian G. Bruce St. George Island State Park
Located on a barrier island in the Panhandle just south of Tallahassee, St. George Island State Park is a great spot for laid-back beach goers and nature lovers.
It was named the top beach in the country in 2023 by coastal expert Stephen Leatherman (“Dr. Beach”), who releases a well-known annual U.S. beach ranking. The state park’s beach won accolades due to its nine miles of undeveloped beaches, natural beauty and clear water.
8. Fort Zachary Taylor Historic State Park
Fort Zachary Taylor Historic State Park is on the southern end of Key West, where the Atlantic Ocean and Gulf of Mexico meet. In addition to swimming, snorkeling and fishing, visitors can tour Fort Taylor, a national historic monument that played roles in both the Civil and Spanish-American wars.
9. Honeymoon Island and Caladesi Island State Parks
Located near Dunedin just north of St. Petersburg, both Honeymoon Island State Park and Caladesi Island State Park consistently top the list of Florida’s best beaches.
While Caladesi Island is only accessible by boat, nearby Honeymoon Island’s four miles of beach can be reached by car. It’s also where you can catch the ferry to Caladesi Island.

10. Siesta Key
Located on the Gulf coast about halfway down the state is Siesta Key. The eight-mile island is connected by bridge to Sarasota and has plenty of shopping, dining and sports options. It’s loved by visitors because of its clear and calm water, powdery white sand and outdoor recreation opportunities like parasailing and volleyball.
11. Space Coast beaches
The 72 miles of shoreline along the Atlantic Ocean near Cape Canaveral is called the Space Coast. As some of the closest beaches to Orlando, they’re a great choice for travelers wanting to combine a beach trip with some of Florida’s famous theme parks.

13. Jacksonville beaches
Some of the northernmost beaches on Florida’s Atlantic coast are in the Jacksonville area and include St. Augustine and Ponte Vedra. Dubbed the Historic Coast, there are 42 miles of beachfront to explore, including at Fort Matanzas National Monument, which was built in 1742 by the Spanish military to defend the area.
Driving on the sand is allowed in designated areas along St. Augustine Beach for a fee. And if you need a break from the water, Ponte Vedra Beach offers many world-renowned golf courses.
