“A household is financially resilient if they are prepared to encounter unexpected financial shocks,” says Emerson Sprick, associate director of economic policy at the Bipartisan Policy Center, a think tank in Washington, D.C.
Shocks could include costs like a surprise medical bill or home repairs or lost income from a layoff. They tend to be “unpredictable in their timing, but we generally know they will happen throughout our lives,” Sprick adds.
Lock down your cash flow
“Sometimes, we go out and spend without thinking,” says Troy Anthony Anderson, who develops financial education extension programs for the University of Maryland in Calvert County. That’s why he recommends writing down expenses to track exactly where money is going as a first step toward figuring out what to cut, such as going out to eat or to the movies.
Anderson suggests planning for the entire month so you don’t overspend each time you get paid. “Ask yourself, ‘Do I really need to eat like a king or queen when I get my paycheck?’ The direct deposit clears and you go to Texas Roadhouse or Outback, but then the following week [you] have no money and have to make peanut butter and jelly,” he says.
To stay on track, Anderson keeps a limited amount of cash in his wallet for discretionary expenses and writes down what it can be used for on a sticky note that stays with the cash.
Create a savings reserve
While building up the traditionally recommended three to six months’ worth of expenses is out of reach for many people, it’s worth striving for some savings, says Kate Bulger, vice president of business development for the nonprofit financial counseling and educational organization Money Management International.
“The more we can save the better, and having that savings gives people the runway they need” to get through a difficult time, she says. Keeping those savings in a high-yield savings account can allow the money to grow over time while staying safe.
In addition, retirement savings can bolster long-term financial resilience, Sprick says. Many workers can leverage employer matches and tax-advantaged accounts such as 401(k)s to help build savings for retirement. Contributing even a small amount each pay period can lead to significant savings over years of working, especially when the money is compounding.
Defend your credit
Keeping credit card balances as low as possible can leave those credit lines available for emergencies, Bulger says. “Credit cards are a great tool to use for short-lasting hard times. Having room on your credit cards lets you use them that way,” she says. Then, paying off the balance as soon as you can helps keep interest to a minimum.
Otherwise, Sprick warns that it’s easy to get caught up in “a pernicious cycle of debt and poverty.” For example, if you have to put a $300 car repair bill on a credit card that charges 20% interest, you’ll be charged about $5 in interest per billing cycle until you pay it down.
“Especially right now, with interest rates as high as they are, it’s easy to get caught in a cycle of debt where you never get out,” Sprick says.
Talk through your financial priorities
Discussing with family members how you would handle a financial shock before one actually happens can help you prepare for that moment, Bulger says. She suggests the following prompts:
What are the most important things in our financial life?
What are we saving for?
What expenses will we cut out first if we need to?
“If you have that conversation ahead of time, it’s easier to make the adjustments,” Bulger says.
At the same time, talking through financial challenges with family and friends can help you feel emotionally supported. “Financial hardships can be incredibly lonely even though we know many people are going through financial strain,” Bulger adds.
Lean on your community
Communities often have food banks, government programs and school-based aid that can help people going through a difficult period, Bulger says. She also suggests turning to other resources, such as a nonprofit financial counselor or online budgeting how-to videos to help support you through changes in your saving and spending habits.
However you seek support, try not to dwell on setbacks. Daniel Milan, managing partner at Cornerstone Financial Services in Southfield, Michigan, suggests that just like with the stock market, it can help to focus on down the road instead of what’s right in front of you.
“We can’t control the day to day, but if you have a plan over the long term, history has shown us that your average over time will work out,” he says.

Guild Mortgage has struck a deal to acquire retail lending rival Academy Mortgage Corp.,which could result in an additional 600-plus loan officers for Guild across the country, multiple sources told HousingWire.
During an all-hands call Tuesday morning, Academy’s leadership informed employees about the M&A deal. Academy CEO Adam Kessler told staffers that he had been seeking either private capital or a buyer due to the challenging mortgage landscape. He said that Guild was a good fit to acquire the company, according to staffers who attended the Tuesday morning call.
Separate calls occurred after the meeting; one group was informed that their positions were being terminated, while the other were given details of a transition to Guild.
Representatives at both companies did not immediately reply to a request for comments.
Academy’s sales workforce and management will receive job offers and work as a division of Guild. Most operations and recruiting staff will not be joining the acquirer but will stay employed until April 15, when the deal is expected to close, sources said.
In a statement issued after this story was first published, a spokesperson for Guild said Academy’s operations staff and recruiters “are mostly joining Guild” and the “deal will close in the first quarter.”
“Academy boasts approximately 200 branches and more than 1,000 employees who will transition to Guild, including more than 600 licensed mortgage originators,” the companies said in a news release.
Guild believes it can add to acquired companies by reducing back-office costs, CEO Terry Schmidt recently told HousingWire. “If it’s a smaller organization that maybe can’t afford the back office any longer, maybe that’s [M&As] a value added to them,” Schmidt said.
Founded in 1988, Academy originated $5 billion in mortgages over the year ending in January, per mortgage tech platform Modex. Of the total, 61% were conventional loans and 80% were purchase loans. During this period, 15% of its volume was in Washington, 13% in Utah and 7.6% in Idaho.
Academy was not on the Inside Mortgage Finance (IMF) list of the 100 owned mortgage servicing firms as of third-quarter 2023 (No. 100, Primary Residential Mortgage in Utah, had $9.47 billion in MSRs).
Meanwhile, Guild’s volume reached $12.85 billion in the same period. It also focused on conventional loans (57.8% of its total) and purchases (81%), according to Modex data. But the company’s leading states in terms of origination were California (9.8%), Texas (9.4%) and Washington (9.3%).
Guild is also one of the country’s largest servicers, with $84 billion in MSRs as of first-quarter 2024, per IMF.
According to Guild, “Academy’s loan volume represents an approximate 25% increase in annual origination volume for Guild, based on results from both organizations through the third quarter of 2023.”
It added that, “The combined company would be the 8th largest nonbank retail lender in the country. Guild is currently the 10th largest nonbank retail lender.”
Publicly traded Guild has an ambitious plan of becoming a top 10 lender in the markets in which it has a presence. In 2023, it acquired Legacy Mortgagein February, Cherry Creek Mortgage in March and First Centennial Mortgage in August.

The link between interest rates, mortgage rates, and borrower behavior is always changing. Although the Federal Reserve is apparently “on hold” until its May meeting, it is still important to see and understand what will cause interest rates to move higher and lower over time. Mortgage rates have stayed close to where they started the year, despite swings in Treasury yields because of slowing inflation offset by stronger than expected readings on the job and the housing markets.
The U.S. Federal Reserve is keenly aware of inflation. No news was good news when it came to inflation revision data to close last week, with the Consumer Price Index revised downward slightly in December and the fourth quarter left unchanged at 3.3 percent. A year ago, revisions to the November and December 2022 reports showed higher core inflation than what was initially reported, sending bond yields higher as investors prepared for a “higher for longer” interest rate environment. Dallas Fed President Logan said that disinflation progress has been “tremendous,” but the central bank is in no rush to start lowering interest rates.
The CPI revisions likely give the Federal Reserve further breathing room while allaying any concerns traders might have had about progress on inflation. The revisions were also in sharp contrast to last year’s, in which CPI was revised significantly higher. It’s not at the “magic” 2 percent level, but there is progress. Easing inflation data, a resilient economy and a solid earnings season so far have sparked this year’s stock market rally, which has seen the three major averages tallying their fifth straight weekly gains, and this adds to consumer confidence.
The narrative of late has been a resilient U.S. economy, with low unemployment, inflation largely under control, and the Fed’s fabled soft landing very much in sight. Focus now shifts to January’s CPI tomorrow and if price pressures continue to recede, it may pave the way for the Fed to begin cutting interest rates sooner rather than later.
We also learned last week that January’s ISM Services Index rose to 53.4 from 50.5 in December. The expansion in the services sector of the economy exceeded economists’ expectations as consumers return to pre-pandemic spending behaviors. The prices paid subindex jumped from 56.7 to 64.0, a sign that inflationary pressures remain. This was the largest monthly percentage gain since August 2012.
Consumer spending remains strong and despite higher interest rates, expanded to a record $5.1 trillion in December, although the pace of consumer credit expansion declined from 7.6 percent in 2022 to 2.4 percent in 2023. Rising incomes due to a strong labor market are expected to support the pace of consumer spending as a meaningful slowdown in the job market has yet to materialize. Jobless claims fell to 218,000 during the week ending February 3 and continuing claims declined to 1.87 million, suggesting that those who do find themselves in the job market do not remain there for long.
This week sees the return of “first tier” data including updates on CPI, retail sales, industrial production / capacity utilization, PPI, and Michigan sentiment. Other data includes regional Fed surveys, import prices, factory orders, NAHB HMI, and housing starts. Fed speakers are currently limited to a few Fed presidents, while Treasury supply will consist of just bills. Regarding MBS, Class B and C 48-hours are tomorrow and Thursday, respectively.
Today’s lone data point is the January budget statement, due out this afternoon, with the CBO forecasting a deficit of $21 billion, compared with $38.8 billion in the prior fiscal year. Markets will also receive remarks from Minneapolis Fed President Kashkari. We begin Monday with Agency MBS prices a few 32nds (ticks) better than Friday afternoon, the 10-year yielding 4.16 after closing last week at 4.19 percent, and the 2-year is at 4.46.

In the current mortgage landscape, ensuring the highest standards of loan quality is paramount not only during the origination process but also over the life of the loan. As the mortgage industry grapples with a changing market and regulatory complexities, we sat down with Amanda Phillips, Executive Vice President of Compliance at ACES Quality Management, to discuss how lenders can foster long-term success through a robust servicing QC process.
HousingWire:What were some of the challenges faced by lenders in 2023, and what is the outlook for 2024?
Amanda Phillips: 2023 was a year of trials and tribulations for financial institutions. Mortgage applications hit their lowest level since 1996, and lenders were faced with the compounding challenges of dwindling origination volume, soaring home prices, rising interest rates and inadequate housing inventory.
Thankfully, the tune of the housing industry has changed over the last few weeks. Analysts predict 2024 will bring a rise in mortgage origination volume and, potentially, several cuts to interest rate. While the challenge of low housing inventory persists across the country, I have a feeling loan officers will be busier. While the industry basks in the much-needed optimism for 2024, one thing is for certain, quality control (QC) and compliance are still important and worthy of lenders’ attention. An uptick in origination volume tends to bring an uptick in QC defects.
HW:Why is quality control (QC) crucial for lenders in the mortgage industry, and how can lenders maintain QC effectively?
AP: QC is crucial for lenders to ensure loan quality and mitigate risk. A well-rounded QC program can catch loan defects before regulators arrive for exam or investors send loans back for re-purchase. Operational capacity and the staggering cost to originate are challenges lenders will continue to face, leading many lenders to offset this hurdle by maintaining mortgage servicing rights (MSR). To maintain profitability through MSR, lenders also needa robust servicing QC program.
Maintaining QC begins with regularly assessing the integrity of both servicing portfolios and staff to ensure they adhere to all relevant servicing rules, guidelines and regulations. Fortunately, QC is a crucial area where lenders can see immediate returns from easy-to-implement audit and compliance technology. Lenders are advised to regularly review and update operational/compliance procedures and quality control frameworks, conduct self-assessments to test those updates, and, of course, remediate findings.
To mitigate and manage inherent servicing risks, your risk management team must identify your institution’s specific risk areas. From there, your internal audit team should ensure the proper processes and procedures are in place to address those risks. Subsequently, the QC team is responsible for verifying, from a transactional perspective, that your organization aligns its actions with its declarations and takes necessary measures regarding associated risks. Traditional methods, such as manual tracking and spreadsheets, make this process all the more prone to mistakes. This is why utilizing audit technology is so powerful; mistakes are significantly reduced, and efficiencies gained through less manual entry needed from the QC team.
The CFPB’s priorities signal the importance of self-assessment and remediation. Dot your I’s and cross your T’s with a paper trail. Lenders should review their in-house practices to ensure they meet the standard and compare with the recommendations from regulators.
HW:What role does the Consumer Financial Protection Bureau (CFPB) play in the mortgage servicing landscape, especially concerning compliance with the CARES Act and servicing regulations?
AP: The CFPB continues to emphasize compliance with the CARES Act and other servicing regulations, particularly in areas like fair lending, fair servicing, and forbearance. Over the last several years, they have clearly stated the priorities of fair lending and achieving equitable and fair housing programs. The CFPB has actively stated that strictly relying on artificial intelligence (AI) and automated complex credit models will not be tolerated. If a borrower was denied, the lender needs to be able to accurately speak to and explain why and how the decision was made.
This is just another area of how implementing a robust QC process can help lenders avoid these regulatory pitfalls. With audit technology, lenders will have this process documented and ready to pull up in the event of a regulatory audit or discrepancy.
HW:What steps should servicers take to identify and manage inherent servicing risks?
AP: Servicers should identify specific risk areas, establish proper processes, and conduct audits against policies and procedures. An example of a process improvement could be a Call Monitoring program. Consumer telephone interactions are an essential aspect of servicing that is easy to overlook from a quality perspective. No matter how many controls are in place, the need for human interaction, especially as it relates to collections and loss mitigation efforts, can result in an increased risk of non-compliance. Credit card numbers work the same way. Each part of that long number has a specific function. These are standardized by the International Organization for Standardization (ISO).

Your credit card number is often located on the front of your card above your name, but it may also be located on the back, depending on your card’s style.
What Do Credit Card Numbers Mean?
You can break each credit card number into sections, and each section reveals specific information about the account.
Industry Identifier
The first six to eight digits reveal the credit card network and the card’s industry.
The first digit in any credit card number tells you what type of card it is—Visa, Mastercard, Discover, or Amex. Card numbers of each type always start with the same number:
3: American Express or cards under the Amex umbrella
4: Visa
5 or 2: Mastercard
6: Discover
American Express goes even further by starting card numbers with either 34 or 37, depending on the secondary branding on the card.
If your credit card number starts with any other digit, it refers to the industry that issues the card:
1 – 2: Air travel and financial services
7: Petroleum
8: Health care and telecommunications
9: Government and other industries
That first digit plus the next five in the credit card number is called the Issuer Identification Number (IIN) or Bank Identification Number. This identifies the credit card company and its network, similar to the bank routing number on a personal check.
In some cases, the IIN may be eight digits. To allow for more IINs to support growing needs, the ISO is requiring the financial industry to move to eight-digit IINs.
Account Identifier
The rest of the digits identify the account and cardholder information. This portion of your credit card number changes if your card is lost or stolen and you need a new card.
Within the account identifier, the last four digits are particularly important to you. If you save a credit card in an online account or other database, the information has to be encrypted. Employees of that company can’t just look up accounts and see full credit card information. They’re usually only able to see the last four digits.
You might be asked to confirm those numbers to ensure the right card is being charged. You might also be asked to confirm them when buying something online with a saved card number to ensure you’re really you and not someone who’s hacked into an account.
You can’t tell a credit card number by the last four digits. However, you could find a credit card you’ve saved in an account, such as on Amazon, by the last four numbers. Those are the only digits you’ll be able to see when you look at the saved payment methods in your account.
Checksum
The final digit is the checksum. Sometimes called the check digit, it is a way to verify the validity of a credit card using the Luhn algorithm.
Here’s how it works:
Starting from the first number of your credit card number, double every other digit.
If doubling results in a two-digit number, add those two digits together.
Add up all the doubled numbers.
The credit card number is valid if the number you reached in step three is divisible by 10.
Vendors use this algorithm to determine whether or not your credit card number is valid when you type it in online.
How to Protect Your Credit Card Number
Credit card fraud impacted nearly half a million consumers in 2022 and is the most common type of identity theft. Sadly, scammers can get your credit card number in many ways:
ATM skimming: People install credit card skimmer devices on public card terminals such as gas stations or outdoor ATMs. These devices store the data on your credit card’s magnetic strip for scammers to download and use.
Data breaches: There were more than 2,800 data breaches in 2023. A data breach occurs when secure data is accessed through unauthorized means, often because of a hacker. The largest data breach occurred in 2013 and involved the unauthorized access of more than three billion records.
Discarded documents: While bills and statements often don’t include your full credit card number, people may be able to gather enough information to determine your credit card number.
Phishing: These scams are fraudulent emails, texts, or phone calls that try to convince you to share your personal information to verify your identity.
Public Wi-Fi: Free public Wi-Fi is convenient but often unsecured. Hackers may be able to access your data through spyware or ransomware.
To protect your credit card information, take the following steps:
Avoid using public Wi-Fi when making online purchases or accessing account information.
Shred documents related to your credit card and always cut up old cards.
Don’t give out your account information.
Use strong passwords.
Enable two-factor authentication for your accounts.
Don’t give out personal information over the phone or online without verifying the validity of the request.
Use a virtual card number, which is a unique number connected to your actual credit card number.

How Many Numbers Are in a Credit Card?
Typically, credit card numbers are 16 or 15 digits. Only American Express uses the 15-digit format. Around 2020, Visa started issuing some cards with 19-digit card numbers, which aren’t typical in the United States.

You’ll also find a few other numbers on your credit card:
The expiration date: Every few years, credit card issuers will send you a new card for security reasons. This expiration date may be on the front or back of your card and is formatted with two digits for the year, a slash, and the last two digits of the year. For example, if your card’s expiration date is May of 2030, the expiration date would read 05/30. In this case, the card would stop working on May 31, 2030.
Card verification value (CVV): The security code, called a card verification number, is typically a three- or four-digit code on the back of your card. Vendors ask for it whenever they do not physically see your card, such as when you make a purchase online or over the phone.

The Federal Housing Finance Agency’s 2024 scorecard for the government-sponsored enterprises included a new provision for representations and warranties. “Explore opportunities to harmonize the enterprises’ processes supporting the single-family selling representations and warranties framework, including defect identification, remedies and repurchase alternatives,” the scorecard states.
Fannie Mae’s (FNMA/OTCQB) December 2023 Monthly Summary is now available and contains information about Fannie Mae’s monthly and year-to-date activities for our gross mortgage portfolio, mortgage-backed securities and other guarantees, interest rate risk measures, and serious delinquency rates. There’s also Fannie’s Home Purchase Sentiment Index® (HPSI) which increased to its highest level since March 2022, due primarily to increased consumer confidence in job security and another significant jump in the share of consumers expecting mortgage rates to decrease. An all-time survey-high 36 percent of respondents indicated that they expect mortgage rates to go down in the next 12 months, while 28 percent expect them to go up, and 35 percent expect rates to remain the same. Even with all the selling in the bond markets last Friday after January’s payrolls data came in much stronger than expected, yields have merely moved back to where they had been for most of the year so far. Most security prices are determined by supply and demand, and yesterday witnessed a strong sale of 10-year Treasuries at the record $42 billion 10-year Treasury auction.

We may see that again with the NYCB possibly selling part or all of Flagstar’s billions in mortgage holdings. In news of interest to loan originators, FNMA’s Home Purchase Sentiment Index recorded another impressive gain for the second straight month to post the highest level since March 2022.
Today’s calendar kicked off with weekly jobless claims (218k, about as expected, 1.871 million continuing claims… the job market continues to be strong). Later are wholesale inventories and sales for December, several Treasury auctions that will be headlined by $25 billion 30-year bonds, Freddie Mac’s Primary Mortgage Market Survey, and remarks from Richmond Fed President Barkin. We begin the day with Agency MBS prices about .125-.250 worse, the 10-year yielding 4.13 after closing yesterday at 4.15 percent, and the 2-year is at 4.44.
